It is rumored that the next such proposal will guarantee everyone an average in- come or better. to a conservative body responsive to the wishes of the Senator Frank E. Moss now has 26 hills to his credit. The most recent and perhaps the most important hill which hr has maneuvered through congress directs the n Navy to fly the flag every day over a sunken ship that was used for target practice by both the U.
