THE HISTORICAL BACKGROUND OF THE BLACK PANTHER PARTY Tilt Black Panthers like to pretend that they are a spontaneous movement from the ghetto which emerged in October, 1966, as a community alert patrol to check on police brutality. The Party's real history is much more colorful than that. The Black Panthers are really the fulfillment of a forty-yea- r dream by Soviet strategists. This writer has a copy of the original publication which the Soviet Union sponsored in the United States clear back in 1928 to foment a Negro revolution in this country. It is called American Negro Problems. Then, as now, the Soviety answer to American Negro problems was violent revolution. The author of the book was listed as John Pepper, but he turned out to be General Joseph Pogany, one of Stalins most trusted agents in America. At the core of Pogany's strategy was the intent to subvert the American Negro minority and use it as the bloody battering ram to overthrow the United States in what would start out as a violenl race war. As former Communist Party Chairman Benjamin Gitlow stated: In the racial Civil War the Communists envisage, Negroes will be in the front ranks, the shock troops of the Communist revolution." Fortunately, the American Negro population did not respond to this vicious campaign to subvert them and the few who did like Manning Johnson and Leonard Patterson soon became disillusioned and provided explosive testimony against the conspiracy when they testified before Congressional committees. Here and there, however, the Communists were able to hold a Negro party member. Each one was given preferential treatment and promoted into prominence as a paid functionary of the Party as soon as possible. One of these was Robert Franklin Williams, a NAACP organizer, who helped sponsor the original Communist Fair Play For Cuba Committee. Posing as a kindly civil rights worker, Williams had to flee the country in August, 1961, after threatening the life of the President and being indicted on two counts for kidnapping. Naturally , he fled to Cuba. He promptly began the publication of the notorious magazine The Crusader and began regular broadcasts beamed to the Southern states urging American Negroes to engage in wholesale sabotage, assassination and guerilla warfare. Detailed instructions on the manufacture of Molotov cocktails and other sabotage devices were provided. It is interesting that the twenty-si- x obligations almost taken Guard were Black each sworn to by verbatim from the notorious Revolutionary Catechism which was written over a hundred years ago by a contemporary of Karl Marx named Sergei Necheyev. Lenin used this Catechism in directing the Bolshevik revolution. The Communist fugitive in Cuba Robert Williams, for RAM was designated as the Chairman-in-exil- e while Max Stanford was designated Field Secretary. In Chiba Williams conferred continuously with Red Chinese and Soviet experts on guerilla warfare and then wrote his famous manifesto, Negroes With Guns, which had the prestige of a foreword by Martin Luther King. The whole .peaceful civil rights movement was to be shifted over to a new role. The new task was to radicalize civil rights. Early in the proceedings Mr. Wagner led in the naming of a 20 person delegation to carry a consumers indictment of the AMA to the House of Delegates. Grievances in that document were similar to the declaration by the Medical Committee for Human Rights which spoke of four main elements that have caused the failure of the U. S. health care system: racism, oppression of women, war collaboration, and the profit system in medicine. Whenever Dr. Todd made an effort to regain control of the meeting he was shouted down and called a fascist.
