Dear Stan: Governors Help to Destroy States As you may know, Urban Renewal is a deliberate effort to des- J. Reese Hunter In addressing the Governors Conference this week, Secretary of Health, Education and Welfare, Elliott Richardson, outlined for those present the new federalism. He said these changes will amount to the most dramatic structural reform of the federal system in a decade. In effect, its the same program that was presented to the 37th Utah State Legislature by President Johnsons emmi- Ex Governor Farris Brvant. sarv, 0 The basic idea is to destroy the federal relationship set up by our Constitution and instead, substitute an unconstitutional relationship which centralizes more power in the federal government. Under this unconstitutional relationship the state governments will merely be administrative agencies whereby the federal funds are administered. This, in effect, destroys the state governments as separate governments and makes of them pawns of the federal masters. If there is no one to defend the Constitution against this idea, it will surely be adopted and we will have changed completely our form of government without having the people vote on it. Where do our Governors stand? It was reported that thev want the federal government to take over the entire public welfare program. Furthermore, they want the federal government to share its wealth with their states. Some have said that our form of government has within it the seeds of its ow n destruction. This is all too true. As long as man has his free agency he is capable of building that which is evil and destroying that w hieh is good. The destruction of our government which will result from this latest scheme will be total. Why? Because no central. goxernineiil has cer existed in history which didnt turn into a corrupt dictatorship. The greatest threat to the peace and prosperity of individuals historically ha been an government. The natural propensity of man to do evil when it is within his power was characterized bv Lord Acton when lie .slid, Power corrupts and absolute power corrupts absolutely. It was the dividing of governmental powers that made our people free. The Constitution wasnt written to guarantee the individual that he would have anything of a material nature. It merely placed restrictions on government so that all-pow- erful all-pow- erful 0 man could be free. Instead of going with hat in hand, begging, pleading, and conniving to gel the federal government to share, its wealth, our governors could better spend their time in giving support to the Liberty Amendment, which would gel the federal gov- eminent out of the thousands of bu.-- i nesses it is in and repeal the 6th Amendment or federal income tax law. The 16th Amendment (federal lax on individual incomes) was not heaven inspired, but was indeed a mistake. It is leading to the destruction of our state governments,' which course will lead us to tin most complete and total dictatorship the world has ever know n. Far more sensible than asking the, federal government to share its wealth with the stales would be the Liberty Amendment proposal to gel the federal government out of the. income tax collecting business and pul that power back into 1 (Continued on page 3) troy the citizens right to own property. Property ownership is the basic American right upon which the other rights of Life, Liberty, and the Pursuit of Happiness are based, destroy that right and you have destroyed mans right to enjoy the fruits of his labor. Los At the Salt Lake County Republican convention you called me a liar, screamed and embarrassed me badly, and said that the truth was not in me because I had told delegates of Legislative District No. 1 that you had voted for Urban Renewal. I asked you at the convention if you would meet with me and discuss these bills, but you said you would not meet with me until I had told the delegates the truth. I am sending a copy of this letter to each delegate and other interested parties in Legislative District No. 1 so that the truth can be made clear and the following record be considered. On March 11, 1965, you voted for Urban Renewal and for the Amendment to permit the voters to decide on Urban Renewal in each locality. No doubt the Urban Renewal Advocates expected the people to accept it.
