It should be borne in mind that the office holders and office seekers are one class of citizens and the taxpayers are, as a general rule, another class. The former class are, generally speaking, either small taxpayers, or pay no taxes at all. They depend upon their salaries to support them, and the larger the salaries the better it suits them, as they contribute so little for the upkeep of public affairs. If they are on the chameleon order, they manage to continue in office from one political administration to the other. Others, who pride themselves in having conscientious political convictions, must receive large salaries, so as to feather their nests while their party is in power and have sufficient to tide them, over till their party is again-place- finished, a complete steam plant will be installed, to furnish heat for all buildings at the property, including a modern change room to be built and equipped. Nor is this all, for during the present year a large recreation hall for the employees is to be erected, completely furnished with all modern appliances for comfort, pleasure and exercise for the employees, including a well assorted library and a moving picture outfit. They pay so little attention to the way in which public affairs are conducted. They have nothing to say about who, or how many, are employed; how much they are paid, or what are their qualifications. The officials do all this, and then make the tax levy as well, and make sure that the levy is sufficiently large to cover all these expenses, and then some. A well organized association of taxpayers can successfully combat. these defects in public affairs, and many others not mentioned. The Citizen has done much, and is still doing all it can to alleviate these conditions.
