Sebree H. W. Lane The author is Lieutenant Colonel Eric Fisher Wood, who is related to General Wood by no blood ties, but by the golden fetters of friendship, admiration and gratitude. Nor is the lieutenant-coloneas his title might suggest, a veteran military man. True, he served through the war and was twice wounded. At the beginning of hostilities he was only twenty-fou- r years of age, but when the war on closed he was a lieutenant-colone- l a result of the imthe general staff petus gained at Plattsburg under the inspiration of General Woods teachl, ing. The biographer tells us that he had to go to Europe to obtain a just appreciation of General Woods military reputation. Thought of in the United States merely as a competent soldier, the general, the author discovered, was rated by the official classes of the Allies and the Central Powers, as a great soldier and one of the worlds greatest administrators, and they regarded Theodore Roosevelt and Leonard Wood as the two most notable living Americans. It is well known that Leonard Wood, began his military career as ' surgeon to the force under General Crook that was dispatched in pursuit of the Apaches in 1885 and that he was placed in command of a fighting contingent. He was intensely interested in military tactics and discovered within himself soldierly gifts and qualities which he had not suspected. The Geronimo campaign gave him his first military experience and won for him the respect of the regular army men. In the Spanish war he served with distinction and imparted new lustre to his reputation by his administration of affairs as governor of Santiago. The sanitary conditions in Santiago were appalling and profiteering was rampant. How he dealt with the profiteers is told in the following quotation from McClures Magazine : The rations which he issued arrested actual starvation, and very soon provisions began to come from the ordinary sources and by the ordinary ways. As the supply increased, however, there was no diminution of prives. lie sent for the aldermen representing the different wards of the city, and he also summoned the butchers. How much do you charge for meat? "Ninety cents a pound, senor. What does it cost you? There was hesitation and a shuffling of feet; then one of the butchers said In a whining voice: Meat is very dear, your excellency. How much a pound? It cost us very much, and "llow much a pound? Do you understand? Then, turning to the aldermen, ho charged them to see that this order was carried out to the letter, unless they wanted to le expelled from office. When the United States took over the Philippines the chief problem of administration was furnished by the Moros, fierce fighters and fanatical haters of the white man. General Wood in conversation with President Roosevelt expressed a wish to go to the Philippines, and the president eagerly assented. One of his first difficulties was with the Sultan of Sulu, to whom General Wood sent an invitation to come and confer with him. The Sultan himself was away and Rajah Mudah was ruling in his stead." Colonel Scott had been ordered by General Wood to see that the Sultan accepted his Invitation; and no one who has ever worked under General Wood has dared to fail to bring back results. In the absence of the Sultan it was evident that hte Rajah Mudah was the only person who could possibly serve as results. Colonel Scott, therefore, said to the deputy chief that 'in view of the Sultans inviabsence, he nad better accept the tation. The Raah Mudah regretted that he had a bad boil, which was so painful that traveling was for him out of the question.
