Show THE CITIZEN Contractors Building Define Policy WE BELIEVE In close cooperation between employer and employee and in the principle of collective bargaining between them. In the free and full discussion of all disputes and the right of arbitration and settlement of the same without cessation of work by strike or lockout. In the binding force of collective bargaining and all agreements reached by arbitration binding, not only upon the employer, but likewise upon the employee. FRUITLESS NEGOTIATIONS For weeks we have sincerely sought cooperation of the Building Trades Council in securing the adoption of an agreement between employers and employees which embodies the principles of the policy above set forth and which agreement was recommended to us by representatives of organized labor. Through the activities of business agents and other paid union officials, the unions have refused to ratify their own proposals embodied in the agreement. Furthermore, without presenting either grievance or complaint, these business agents ordered a considerable proportion of the building craftsmen to leave their work, without even waiting for the official action of the Building Trades Council respecting the agreement and without informing the workmen as to the details and the nature of the agreement. Still further, union officials have declared their intention to call men from the work of all contractors who have indorsed the agreement and who (in order to let the workmen know what the principal points of the agreement were) posted notices containing the main features of the agreement. In view of these facts, building contractors of Salt Lake City have concluded that it is no longer possible to reach an adjustment of the present controversy by negotiations with the present union DECLARATION We therefore declare that when we proceed with our business it shall be under the following plan of employment : That workmen shall be employed only on the basis of their ability and fitness for the work required and entirely without regard to affiliation with any union or other organization. This Is The American Plan Of Employment This plan will obtain until we can secure the cooperation of our employees in joining with us in making effective the principles set forth in our statement of policy as defined above. WAGES There is no issue on the question of wages and it is not the intention of the employers to use the present occasion to bring about a reduction in the scale. TO BE NOTED : existing contracts and agreements with unions, such as the present agreement between the Master Masons and their employees, will be strictly lived up to and complied with.
