Thomas and Jeanne Pettengili went A House Divided As was implied in last weeks article, the 1949 contract was to generate problems that would lead to many conflicts and differences between individuals and organizations. In fact, the problems often became so intense that within the first fifteen years of operation, several evaluation teams were sent and investigations made of Union high school by the Utah State Board of Education. It is rather unfortunate that conditions, people, and programs change, because these changes affected what seemed like a rather idyllic interlude. Since constancy of philosophy and management are difficult to maintain as geography, when such things population, and personalities change, it would have been a good bet that Union would eventually incur some difficulties. The input of dollars to repair, maintain, and operate Union high school could probably be said to be the main area in which differences of opinion As populations occurred. changed, particularly with the withdrawal of the Uintah County ninth grade students in 1964, disagreement as to how much money should be put in Union became house hunting in Provo over the weekend. No longer did the fifty-fift- y notion seem very appealing. Each county now had a different ability to pay for operating and improving the school; but little compromise was made as to who, what, or how much. Furthermore, there was a great amount of indiffernce shown by the Utah State Board of Education during this period, as they failed to appoint an active seventh member of the Union high school Board of Educations. Without this, the breaker persons functional votes often ended in a three, three tie. This stalemate was not unlike mere indifference to needs. The feet that Union high school had its own Board of Education was itself a problem merely because it was not openly recognized as a bona fide district board of education. As the Duchesne County population began to increase substantially over that of the Uintah students of Union high school, many began to wonder why Duchesne should continue to have the same voting power. Likewise, Uintah .began to wonder why they should continue to invest fifty per cent into the building program at Union high school school year, there were In the 1964-6280 Duchesne students and only 202 Uintah County students. It would not be fair to say that everything was controversial during this time span. In spite of external problems, many excellent in - house programs contip'ied within the walls of Union high school. State championships were won and individuals continued to achieve. However, it continued to be evident that some major contract changes would have to be made if Union high school was to survive. Next week we will look at the second contract written between the two counties to govern Union. 5 B B B B B a PLAZA CYCLE OF SALT LAKE CITY PROUDB LY ANNOUNCES, DeLYLE BILLINGS, B m FORMERLY OF BILLINGS YAMAHA, VERNAL, IS NOW ASSOCIATED WITH PLAZA CYCLE.
