Policy statement made on junior high behavior In introducing the policy, school officials stated, "It is not the intention of this school or committee to create a vehicle to be used for the elimination of students. The justification for the creation of this instrument is to insure a quality education for all students attending this institution. We contend that when a student is and remains a disruptive influence, this action in effect robs others of their right to learn." The introduction slso stated. "We feel that there is a point that can be reached when all efforts to change disruptive behavior has failed. This point should only be reached after persistent and earnest efforts have been made by teachers and parents to correct student behavior. We then feel that when this point is reached, it may be better to ask that person to leave until courts can provide restrictions to alter his school behavior. It is this point we have attempted to determine in Jhjs policy creation. We firmly believetB&Tsince our constitution allows all equality in pursuit of education, we must do all in our power to keep this constitutional guarantee unabstrueted by those who would like to disrupt the systems of education."
