The figures are based on an IOCC study prepared for the Federal Knergy which is considering Administration partial decontrol of the two tier crude oil pricing system. Decontrol of enhanced recovery oil would trigger many new recovery projects and increase both reserves and daily production. The study compares plans of operators for investment and recovery over the next five years under present economic conditions with projections of investment and enhanced recovery under decontrol. The major producing stales considered in the Rocky Mountain Region are Colorado, Wyoming, Utah, North Dakota, New Mexico, Nebraska and Montana. According to study results. . .based on inquiries to operators in each state. . .decontrol of federal price controls on crude oil could lead to some 362 new projects, representing an investment of about $1,113,340,000 over the next five years. This compares with 160 new projects and an investment of about $339,260,000 in the seven states if present economic and taxing policies are unchanged. Nationwide, the effect of decontrol would be similar. The IOCC study surveyed more than 900 operators of 4300 enhanced recovery projects and 125,000 producing wells across the nation. It covered 28 IOCC member-producinstates, which account for nearly all U. S. enhanced production. The study shows the elimination of price controls on enhanced recovery oil would increase daily production in the U. In New Mexico, operators would commence 94 new projects with a capital investment of $357.1 million, should the decontrol proposal be adopted, with an ultimate recovery of 475.8 million bblsl of oil. Montana is currently scheduled for a $10.28 million investment, recovering some 5.99 million bbls of oiL This compares to a decontrol figure of $175.20 million and arecovery of 67.9 million bbls of oil. Utah operators currently plan to spend $12.71 million to recover 9.39 million bbls, compared to a decontrol expenditure of $111.68 million for 102.45 million bbls. North Dakota's investment would jump from $9.39 million to $39.68 million with decontrol and recovery would increase from 16.47 million bbls to 56.57 million bbls. Nebraska operators plan an investment of $2.46 million over the next five years to recover 1.7 million bbls of oil With decontrol, the state's investment would increase to $32.79 million and the recovery to 8.22 million bbls.
