If you could find and remove some, how would you know you had found and removed all? And how would you know when new ones were planted? If both sides had them, they could be the ultimate weapon because there would be no defense against them, so neither side would bs be likely to use them. If only one side had the, the other side would be as helpless as the victim facing the robbers pointed gun. They wouldn't say our coasts were mined with their weapons, until they were ready to use them cither to threaten or to attack.
