The President assigned the task to HEW Secretary Joseph Califano and said the reform package would be ready for Congressional action on May 1st. Califano later reported to the President that after several months of study it was clear the legislation could not be ready on time. On May 2nd the President announced a jdelay in the welfare presenting package emphasizing that he and his advisors had reached one ... important conclusion... that the present welfare programs should be scrapped and a totally unanimous new system imple-mented.- ,, He went on to say, ...these many separate (welfare) , taken together , still do not constitute a rational, coherent system that is adequate... A new deadline for presenting the pro-gra- annually to the mothers left alone. And for the single working mother, receiving all the available welfare $2000 reform of ms welfare ' reform package was set for the first week in August. The people of Utah, as in most states, are concerned that the welfare system of the nation is so riddled with massive, so far out of and fraud, control that it may never be corralled. The comments of the President and expressed fears of the nation are confirmed by statistics. For example, in Michigan the incentive is great to have the father of the household ng benefits, staying single is worth nearly $4000 annually. These type of work disincentives are causing the destruction of the traditional family system among the poor and are major weaknesses in the national welfare system. Another serious example can be found in Wisconsin where a part-tim- e working father can earn up to $3000 more per year receiving welfare benefits e than a employee full-tim- earning the standard minimum wage. It is this kind of faulty legislation that encourages disrespect for government and with the law. non-complian- The President ce has promised his new welfare plan will be easier to administer and will eliminate fraud with incentives for recipients to be honest. In addition, President Carter has said his plan will have no higher initial cost than the present system, that every person able to work will have access to a job, and that incentives will be given to the private sector to encourage employment of the poor. If the Carter plan has these provisions when presented the President should be congratulated. And if the plan is presented to Congress in this form it must be carefully studied as a possible answer to the present bad system. PEOPLE CONTROLLERS nder Communist rule well understands people control, but despite all the increasing controls imposed upon the American people they dont even know what is being done to them. The Communist system controls everybody by controlling everything. The system controls food, housing, medical care, and determines what you will have or wont have. It decides what job you will have, or if you will be denied a job. It determines what you can say and what you cannot say. Your secret thoughts, so long as you keep them secret, are not controlled, but they sure arc influenced. The system controls who will be on the ballots for you to vote for, and they make you vote. Deviations from the controls, even dissent, is a major crime, for which one can be denied work, food, housing, medical care, or sentenced to slave labor camps or the death penalty. It all amounts to enslavement or people control, and Everyone Americans ask whats wrong with Communism? And some say that if the people want Communism they should have it, as it any of the enslaved people could want it. Susan Hill The International Womens Year (IWY) held a State Conference in Boise May 20-2- 2. The IWY is a national organization committed to ratification of the Equal Rights Amendment either as an amendment to the U.S. Constitution or by piecemeal .legislation. Their purpose for the conference was to muster grass roots support for the legislation which IWY determines is needed for IWYs definition of equality". This conference was financed by federal funds our tax monies and was open to the public. During the conference a vote was taken on proposed resolutions. The purpose for the vote is to report to the congress and the President (as well as influencing state legislatures) a supposed mandate from the women of the United States as to their desires. The local committee of the IWY greatly publicized their desire for all Idaho women to participate in this conference, making their ' feelings, known. In order to provide an opportunity for those unable to attend to express their position, absentee ballots were distributed throughout the state by Idaho Stop ERA. These ballots were identical copies of the National- - IWY resolution Duly questions. cast women 1,539 Idaho qualified absentee ballots, individually with address. signed and complete The ballots were rejected as far as power to affect the vote on the basis of a rule passed at the conference which requires all voting participants to be registered at the meeting. We were not allowed to register these women without paying the 55.00 person charge even though these women could not be in attendance and wished only to voice their opinions via absentee ballots. This rule and action are definitely discriminatory toward women who were unable to attend, but who desired to express their opinions. However, because of the absentee ballots we were allowed to file a dissenting report. It is to be included with the Conference report which will be submitted to the National IWY and then to congress and the Presidents Every proposal would require an increase in government spending and government interference in our lives. Further the tone of the conference as well as the resolutions tends to ignore the millions of women who function in their normal and traditional roles. Participants attending the conference did not find the IWY function to be equally balanced as to points of view. We" can that anticipate legislation supporting the IWY Platform will be introduced into the Idaho legislature next session. I E.R.A. SUPPORTERS CALL FOR ILLIGITIMATE POLITICAL PRESSURE Now that the American public is beginning to realize what the E.R.A. really is and is rising in resistance to it, the women libbers are becoming frantic to get it passed before even more Americans can wake up. The N.O.W. bunch has even lobbied for congressional pressure against states which have not ratified. One N.O.W. leader stated, Congress should vote to take away all federal funds from unratified states, ...government contracts and water projects should be taken away. They are also urging private organizations not to hold conventions in states which have chosen to not ratify. Nice, friendly bunch of girls, this N.O.W. group. STOP E.R.A. ON JUNE 5 A very important meeting will be held June 5 in e Salt Lake City. It will be a meeting which will select delegates to represent Utah at the national conference celebrating International Womens Year. The meeting will be held in the Little Theatre in the Salt Palace, which seats 2,200.. To insure a seat, those wishing to attend must at the I.W.Y. office at the State Capitol. Others may attend, and may vote, but will not be guaranteed a seat in the Little Theater. It has been reported that, to this point, Governor Matheson has invited mostly those groups of women known to favor the E.R.A. Perhaps this meeting is intended to be another stacked deck. That makes it doubly important that every Utah woman who is for motherhood and opposed to the E.R.A. attend this meeting to select delegates to represent Utah. Additional billions could be saved by stretching out the environmental program over a longer period of years. Taking the escalation out of pensions for public employees and reducing public pensions to a scale similar to. private pensions would save additional billions. In all these ways, and many others, we could save enough not only to balance the budget, but to start reducing the national debt. If this were done, a wave of relief and confidence would sweep over this country such as we have not seen within the memory of the oldest among us. Faith and initiative would revive as Americans saw values and practices coming back into favor. The response to a program of this kind would electrify old-fashion- ed the nation.
