Kershner A Painless Cure Professor Milton Friedman is a redoubtable economist with whom we are usually in agreement, but we believe he makes a serious error in stating in the St. Croix Review recently that, If we undertake a cure for inflation, it will inevitably produce a temporary period of slower economic growth and higher unemployment. Depression and unemployment are caused by rigidity in the economic structure, and imbalance among the different groups of workers. One of these is the minimum wage, which often makes it impossible for employers to hire unskilled workers. Another is wage scales that pay some men much more than other men of comparable skills and abilities. A man who is paid $15 an hour cannot sell much of his output to men who are being paid $5 an hour. A free, flexible market would correct these imbalances, put an end to depression, restore prosperity, and at the same time increase economic growth. Consider further that the government could, if it chose, disband most of the regulative agencies and scale down the others. Operating these agencies and complying with their demands costs the American people, according to the Presidents Committee, about $130 billion a year. If half of that huge sum were saved, it would be enough to balance the budget, and so put an end to inflationary pressure without slowing economic activity. In fact, the relief of American businessmen and the people in general that would follow such action, would greatly encourage and stimulate increased business activity. It would undoubtedly be a stimulant and not a depressant to the economy. Consider further that the government might start to sell all government-owne- d business operations back to private owners. There are hundreds of such businesses and probably all of them are running at a loss. The estimated savings from such action would run into tens of billions of dollars a year. In the first place, a very substantial capital sum could be realized from selling these operations back to private owners. To take one example, consider how many billions of dollars might be realized by the government from the sale of the Tennessee Valley Authority. This is one of hundreds. Furthermore, saving the operating losses that nearly always attend any government attempt at carrying on a business activity would result in saving and unknown, but certainly large, number of billions.
