This money, $2,328,000., is pledged to guarantee prior loans to the Panamanian government by David Rockefeller's Chase Manhattan Bank and the First National City Bank, both of which act as fiscal agents for the government of Panama. He says: "The real issue concerning the Isthmus today is not between the United States and Panama as so many have been led to believe but between the United States and the USSR. The choice is retention of our unimpaired sover-ig- n control over the Canal Zone or permitting a threatening takeover by Soviet imperialists of the entire Caribbean-Gu- lf area. "As to the argument of those favoring surrender of the Canal Zone The State Department claims not to have full information on how this money is credited. There is, however no question but the remaining amounts mentioned here never reached the government of Panama at all via any means. There exists the possibility that part of the $828,000. may "reach certain officials in the Panamanian government although this is by no means confirmed or even acknowledged in any way by the State Department which simply claims not to have full information concerning what happens to it. SPOTLIGHT, Feb. 7, 1977 DEFENDED to Panama, because of the threat of guerrilla warfare and sabotage of the canal if we do not cede it, the answer is to compass those risks with what we would inevitably face were the isthmus to be occupied by forces of the USSR or its satellites. "The United States has defended the Canal Zone and canal during several crucial periods in our history and it can do so again. The first step for its future protection might be the prompt reestablishment of the U.S. Navys special service squadron with the Canal Zone as its home base." Ferguson Even those who know and understand Jimmy Carter for what he really is might be dumbfounded by one of his recent proposals. To conserve energy Carter has proposed an additional 25c per gallon tax on gasoline. Carter is following the path the Washington politicians follow in attempting to solve any problem of any kind they either another government create bureaucracy or impose an additional tax or both. Immediately after Carter had surprised the already overtaxed American people with his proposal, he himself received a great surprise. The American people fired a volley of protests in the form of telephone calls to the White House. One report stated that in only one twenty-foperiod, the White House received two million telephone calls protesting this proposed tax. After this salvo of protests from the people. Carter suddenly (very suddenly!) announced that he has no plans to impose the 25c gasoline tax. Isnt it surprising how politicians can suddenly take a position supported by some common sense after an outburst of opposition from the voters? In all probability, Carter still intends to impose the gasoline tax but at a later date when the people can be adjusted to the idea. Politicians often release bits of information on projects they wish to implement to the news media. If there is no protest, they know they are free to proceed. If there is sufficient protest, they back off and wait for a more opportune time. Very possibly, this is the course Jimmy Carter is taking at this time. So,fellow d Americans, dont get too relaxed just because Carter announced today that he has no plans to impose the gasoline tax. He did not say, remember, that he did not have plans to impose it tomorrow! CARTER TORPEDOES WESTERN STATES WATER PROJECTS A typical tactic of y politicians is to use the power of government to reward their friends and punish those who failed to support them. Carter is apparently employing this tack very early in his career as president. He recetitly announced that he is cutting off the federal funds for various water projects in many western states. By a very strange coincidence, the voters in these states had voted for his opponent in the recent election! Carters excuse for cutting these funds is that the water projects are economically unfeasible. Coming at a time of severe drouth in the western United States, this is hardly credible. Carter also states that many of the projects are undesirable from an environmental standpoint. He failed to produce any criteria supporting this position. In the eyes of the environmentalists, any project that produces any energy or helps to grow food is. environmentally undesirable. Carter seems to have taken this same position. Of course, if Carter would cut federal projects and cut federal taxes at the same time, there would be less justification to oppose his actions. But when he cuts funds for water projects and increases funds for welfare schemes American at the same time, every working should know that his own proposals are, indeed, economically unsound. ur over-taxe- power-hungr- tax-payi- The raiH Daniel Webster ng Ind.p.ml.nt Salt Lake City, Utah The Utah Independent is published by the Utah Independent each Tuesday at 57 East Oakland Avenue, Salt Lake City, Utah 84115.
