McManus A Belmont, Massachusetts few years ago, the Arizona State Legislature allowed itself to get caught up in the hysteria about air pollution. The result: A compulsory automobile emissions inspection program for Arizonans. Now that the hysteria has died down and the complaints about the program have zoomed up, the legislators have reassessed their program and are about to scrap it. However, fed: eral Environmental Protection Agency officials have stepped in, and the Agencys Regional Administrator, Paul DeFalco, has threatened disruptive measures to control automobile travel, if the emissions control program is killed. Most Arizonans feel that they know more about what is best for them than any federal bureaucrat, so a real battle is shaping up. Representative Larry Bahill (D. Tucson) exsentiment pressed a widely-hel- d when he said: EPA personnel should be tarred and feathered and given a one-wa- y bus ticket to the Arizona border. -- Worse Than Bothersome The EPA is worse than a pain in the neck, however. Created by President Nixons Executive Order of December 2, 1970 (not by Congress!), the agency seeks not only to control the activities of the American people, but also to control industry. All in the name of clean air and water, you un- derstand. The sting of the EPA has been felt virtually everywhere, but particularly in the mining industry. As government regula- tory agencies continued to make us more dependent than ever on foreign energy supplies, America turned once again to its coal resources. But the heavy-hande- d EPA is trampling all over coal mining operations. The letter stressed that the turmoil is being imposed by a large group of foreign Communists and Marxists who presently advise President Echeverria. McDonald SALT Take It Away! previously presented the material in a speech to the House on April 14. Air Act, Kennecotts Nevada Division developed an ambient air quality program for its smelters. The program, approved by the State of Nevada, included a new 750-fosmoke stack, a new acid plant, a fugitive program, and a willingness to suspend operation during stagnant weather conditions. The cost to Kennecott: $36 million. EPA has the final say on such ot gas-contr- ol matters, however, and the bureaucrats rejected the plan even though it was almost totally installed, and even though air quality standards were already being met. When EPA finally revealed its own plan, all of the Kennecott plan was included, plus a more stringent requirement in the future (for which there is no available technology) and, according to Mr. Milliken, an open door to impose additional emission controls at any time. Unless EPA backs off, which is highly unlikely, Kennecott plans to close its Nevada Mines Division I ayoffs began on February 8 and the smelter will continue to operate only as long as the stockpiled ore remains. According to Kennecott, peak operation involved 1,450 employees, $1,250,000 in annual taxes, and $5,700,000 for supplies and services each year. The Kennecott president summed up the situation by insisting that such air pollution requirements are greater than sulfur-remov- al necessary and that government has removed industrys option to CITY LAKE POLICE CHIEF DEWEY FILLIS ON LEAA by Conley Adams and Erma J. An editorial in The Salt Lake Tribune on May 1 1 was headlined, Redirect LEAA Toward Defining e Terms, Objectives. It doesnt prove obvious need; it merely asserts it. Likewise, with respect to pulling in the same direction. Your Take It Away! Unfortunately, both industry and the American people are still unwilling to admit that the lost jobs, reduced productivity, personal harassment, increasing dependence on foreign suppliers, and acceleration towards total government, a la the Soviet Union, are the real goals of the bureaucrats. LEAA NOT NATIONAL POLICE FILLIS When questioned specifically about LEAA being a national police force. Chief Fillis said, Well, actually it is not a national police. Given the context of The Salt Lake Tribune editorial quoted above, we wonder how LEAA can be considered anything other than a national police. In all fairness to Chief Fillis, however, it is necessary to point out that the interview preceded the editorial. in Davar. Having had our fingers burned by double-talkinlying politicians in the past, many of us look at all politicians with a skeptical eye. And indeed it is wise to be cautious. But then, one can become so cautious that he magnifies the faults of a person to a point of ignoring his attributes. Just how to balance the scales between gullibility and being overcritical is difficult to determine. Nevertheless, this balance must be achieved to view a matter or a person in proper perspective. The leading conservative candidate for the presidency, Ronald Reagan, is a political figure who has been the object of some allegations which raise questions regarding whether he is genuine. This writer does not presume to know, without a shadow of a doubt, whether Reagan is or is not genuine. However, the context of a conversation between this writer and Congressman George V. Hansen from Idaho should be interesting to the readers ofthis column. George is one politician in whom I have complete trust, both regarding his ability and I have learned to respect and value his integrity. g, judgments. During a recent phone conversation, George described to me a trip he had made with Governor Reagan from California to Idaho and around Idaho on a Reagan campaign tour. George informed me that his opinion of Reagan is that he is genuine, he is concerned about the direction our country is headed, and that he truly wants to work to get our government back on course. One comment made by Reagan to the audience in Twin Falls, Idaho was that, We have got to get the Federal government out of the classrooms and put God back in. That rang true with the audience, and it rang true with Congressman Hansen. All during the period of travel on the Reagan campaign tour, George questioned Reagan trying to detect any weaknesses or uncover any areas of doubt. After this intimate and penetrating discussion, George concludes that Reagan is genuine. Furthermore, George said that I could quote him in this article to you readers of the Utah Independent. In addition (and possibly of more gravity), Georges wife, Connie, also advised me that she was very favorably impressed with Reagan. Connie accompanied Governor Reagan and George on the tour of Idaho. All of the above does not mean that George Hansen cannot be fooled and it does not mean that Joe Ferguson cannot be fooled. However, we must all make our own judgments on the information available to us. And the above does not imply that Ronald Reagan is THE perfect conservative candidate. It just means, in the opinions of Congressman Hansen and this writer, that Ronald Reagan is like the majority of the rest of us he is trying to do the best with what can be done under the present circumstances. Whatever the critics of Ronald Reagan might say, and regardless of the fact that there might be some element of truth to some of the allegations, we must all admit that Reagan has managed to accomplish some things all of the rest of us have failed in doing. One is bringing to the attention of the American people the situation regarding the Panama Canal. Indeed, Reagan might prove to be the one key person who will bring about action to save the Canal. The other credit is that of encouraging the overdue departure of Henry Kissinger from the position of Secretary of State. Having been burned by Richard Nixon, I am not about to place unquestionable faith in any politician. However, until facts and future events dictate otherwise, and keeping both eyes wide open while doing so, I am g my support to Reagan for President. len-din- |
