McKinnon Smith, Editor Will In this bicentennial year the Utah State Legislature has an opportunity to restore to the people the control of their government at all levels. Thinking Legislators realize that government has wandered far astray from its original intent, and do desire to restore government to its proper place. Each and every Legislator who is dedicated to doing his best to represent his constituents properly realizes that he has nothing to fear from a recall act. Only those who have exercised unrighteous dominion and influence are afraid of it. The peoples recall act has secured more than enough signatures to put the act on the ballot in the fall and 80 to 90 percent of the voters in the state are in favor of a recall Legislature Turn Down or Approve Recall? law. We believe that politically it would be wise for the legislative session to consider and approve the peoples recall act. To sit on the bill and do noth ing opens the door to severe criticism of the Senators and Representatives who seek to avoid the issue by doing nothing. The recall committee has had hundreds of people working as notaries and each one has paid all the fees necessary to become notaries. Their diligent and responsive service has secured the approval of the voters of this state for a recall law. Some of you in the Legislature Continued on page 5 complete his investigation. The professor, who thought a connection weight be made between the mutilations and UFOs, requested the federal agent to investigate the matter on a private level. The agent found no connection with UFOs in his initial study, but the uncovering of the occult led him to believe there may be a violation of federal laws. Because the inmate appeared to have specific knowledge as to several of the cattle cases the federal agent felt the information should be brought to the attention of the U.S. Attorney. It was at that time the inmate was transferred to the Minneapolis area for extensive interviewing by the agent. The inmate stated that while in Leavenworth in 1969 he became familiar with another inmate there, a former Hells Angel, who told tales of his activities with an occult. The report said the second inmates involvement with the occult had been extensive "for many years and he described in detail how the cattle were killed, mutilated and how various parts of the bodies were used in the rituals and ceremonies held by the occult. - Contmucd on page 6 U.S. has ever made to the Russians. This is tacit approval of the Soviet's advance strategic base in Cuba now being used to support Russias intervention in Angola and the export of Communist revolution throughout Africa and Latin America. Government insiders say Kissinger in effect has signaled the Ford Administrations acceptance of the Soviet base by agreeing to new Strategic Arms Limitation Talks without first securing a shut down of Russia's use of Cuba as an advance base for their military operations in Angola. The importance of this advanced Soviet base to the Kremlin is clearly indicated by Secretary Kissinger's own public admission. At his most recent press conference. Kissinger revealed that most of the fighting against forces in mineral rich northern Angola is now being conducted by the 7,500 Cuban expeditionary force. The Kissinger-For- d action is based on the reasoning that the et continuance of over-a- ll detente would be wrecked if the U.S. launched an economic-diplomat- ic campaign directly against Russia to end its Cuba operation. The only other course for the U.S., according to Kissinger, is to resort to the use of a military blockade. This is out of the question, he stresses, on the grounds that the present Congress would never approve so drastic an action. Also, it is his point of view that a blockade et would force a dangerous confrontation that would et detente. wreck In other words, it is the policy that the U.S. must now accept an advance Soviet strategic military base in Cuba less than 90 miles from the U.S. coast, in order to continue U.S.-Sovi- et U.S.-Sovi- U.S.-Sovi- U.S.-Sovi- detente.
