Modern military equipment, including tanks, armored cars, ft heavy artillery and loaded aboard ships at Soviet guns Pacific coast ports, is to be rerouted to Iraq, Syria and Egypt. That is the private message sent last week from Moscow by an Iraqi delegation to its government following their meeting with top Russian leaders in the Kremlin. The highly classified message, intercepted by a U.S. intelligence Communication Center in the Middle East, is considered to be one of the most important documents to fall into the hands of U.S. authorities in recent years. The hard core of the message is that if and when Hanoi puts the finishing touches on the takeover of South Vietnam that massive amounts of Soviet arms earmarked anti-aircra- Paul Scott for that battle area can be shifted to pro-Mosco- clients in the Middle w East. Shipments to Iraq from the Soviet's Far East stockpiles are expected to begin immediately with the flow of arms to Syria and Eqypt following as soon as Cairo the opens Suez Canal . to international The shipping. opening is set for around June 10. Only a miraculous defense of the Saigon area by the and South Vietnamese military and setbacks by the invading North Vietnamese could upset or alter the Kremlin's timetable for the introduction of massive amounts of military equipment from their Far East stockpiles into the Middle East and Persian Gulf area. As an integral part of the new Middle East arms deal. Soviet leaders have demanded that the three Arab nations join in the Moscow directed diplomatic campaign to forcee U.S. to cut off all out-gunn- ed out-mann- ed May 1, 1975 25C Salt Lake City, Utah 84115 military aid to the beleaguered South Vietnamese government. The Russians bluntly told the visiting Iraqi delegation that the quicker South Vietnam falls the sooner massive arms aid will be available from their bulging Far East stockpiles. Significantly. Soviet diplomats in the Middle East are stressing that the flow of Soviet arms from their Far East stockpiles can be used to pressure the U.S. into forcing concessions from Israel at the coming Geneva Conference. The reasoning of the Russians is that the last thing in the world that the Ford Administration should want is a build-u- p of Soviet arms in the Persian Gulf region from two different directions. All of the Soviet arms now flowing into this region are shipped from Black Sea and East German ports or sent via air through Bulgaria. However, thats like operating on a benign wart while ignoring a raging cancer in another part of the patient. The cancer is the nations social programs which have grown wildly in recent years and failed to give America much of a return on its investment. The Federal budget for the current fiscal year, which tops $300 billion for the first time, includes $100 billion for income security programs. Thats more than double the amount spent on these programs in 1969. Consider further: In 1968, President Johnsons last budget year, the government obligated $75.6 billion for defense and military assistance programs. The total requested by former President Nixon for this year is $92.6 billion, which, because of inflation, is actually a decrease from 1968. In comparison, the amount spent by Federal, State and local governments for domestic social and economic programs in 1966 was $123 billion. The comparable amount in 1976 will be just over $400 billion. In other words, these programs during the last 10 years have been increasing at an average annual rate of 12.6 percent more than twice as fast as the which the GNP, growth of provides the tax base to pay for them. Can there be any doubt where the real impetus to inflationary government spending is originating? What is even more disturbing about this ruinous trend is d the uneasy feeling that too many of those tax dollars are going to those who dont deserve them. When Congress refused to continue providing war funds to stave off the Communist takeover, explaining that it was because of the will of the citizens of America, and the news media verified that it was in fact the will of the people, we Americans (yes, we. including you and me) accepted the responsibility of blood on our hands. My heart has been heavy as 1 have witnessed, as all of you have, through our news media the great suffering of our fellowmen in Cambodia and South Vietnam. My I so-call- ed concern over the recent circumstances does not. however, rest solely with the happenings in Cambodia and South Vietnam. I am also very concerned over what I think might be the resulting punishment meted out to America as a result of the blood on our hands. The Deseret News newspaper in Salt Lake City published in the April 22nd edition some reactions of United States Senators to the resignation of the Vietnamese President Nguyen VanThicu. Sen. who has Frank E. Moss. opposed the Vietnam war, said he is glad Thieu has quit. He is quoted as saying: I was disappointed in D-Ut- ah, is understandable considering the extreme pressures upon him and his need to justify himself under the circumstances. Moss continued to say: He was the leader and the director of the military action, and continued military combat well beyond the time it should have been apparent there had to be a political setI surely dont think tlement. America has a political settlement track record with the Communists that we can be proud of. In fact, if any country has, I would like to know who they are. Whether our countrys founding fathers would believe in America supporting the Vietnam war or not, I am certain that they would not approve of the way America broke its promises to the people in the war torn countries. America has over the years assumed the position of the guardian of freedom. We have constantly promised over Radio Free Europe and other sources that if any country will take an active stand for freedom, the free countries of the world will help them in their fight. If we are not willing to keep these promises, why should we jeopardize human lives by making such promises. Im not in the least bit surprised at the fact that President Thieu thowed bitterness towards the United States when this life and death promise was broken. Continued on page 5 |
