Senator Newlands, author of the resolution annexing Hawaii, yesterday Introduced a Joint resolution Inviting Cuba to become a state of the United States upon terms of equality with the states of the Union. It provides that Porto Rico shall become a county or province of Cuba; that all present officers of Cuba shall retain their posi- tions until their terms expire; that the 335,000,000 bonds of Cuba shall become the bonds of the state of Cuba, with Interest reduced to 3 per cent, and 2 per cent to be applied to a sinking fund; that the present rural guard of Cuba shall be Incorporated into the army of the United States; that the money In thO Cuban treasury shall be come the money of the state of Cuba. The resolution closes with the fol "The foregoing lowing declaration: resolution la not inspired by a desire to annex forcibly or to assert sovereignty over the Island of Cuba, or to exercise any form of compulsion; but solely by a regard for the Interest of the two countries and a conviction that the Interests of the states composing (he federal union and Cuba are Identical they can be administered by union under one form of government In which all shall be represented on equal terms and to be governed by equal undiscriminating laws, insuring freedom of trade and equality of rights and privileges.'' The City railway company up to noon today had failed to make any reply to the latest overtures and has renewed actively operating Its llnea The situation is quiet and practically all the policemen guarding the companys lines have been withdrawn, although all the cars carry guards. A conductor was beaten into insensibility within two blocks from the car barns and two striking conductors have been arrested and charged with the offense. The unions of the city have been notified by the strikers that notwithstanding all the conferences which have been held the strike Is still on. Counsel for both sides have arranged for a meeting at 4 o'clock this afternoon. W. Foreman of this city tonight, held up the proprietor and his customers and escaped with 8500 'in cash. Officers are lu pursuit. The bandits entered the saloon at 10:15 with drawn revolvers and, covering the dozen men present with their weapons, ordered ail hands raised In air. The first command complied with, the robbers forced their victims to line up against the wall. While one of the intruders kept a gun pointed at the crowd, his confederate made a search of the pockets, dumping his booty on a table until the Job was finished, and then gathering it all Into a sack. After making a careful search through the clothing of every man in the room, the robbers ordered the proprietor to open his safe. This he did after vainly protesting that he did not have the combination with him. A sum of money, sufficient to make the total haul 3500, was taken from the safe, and the robbers backed out the door, after threatening death to any one who should attempt to follow. As soon as the bandits had vanished Foreman gave the alarm. Deputy Sheriffs Forbes and Williams at once started In pursuit of the thieves, and there Is strong hopes that they will be captured. While the masks worn by the robbers made it impossible to see their faces, those who were in the saloon at the time say that the desperadoes were not over 30 years old and that they weigh about 150 pounds each. They wore black slouch hats, black coats and light overalls. A description of the Bingham robbers was telephoned into the Salt Lake police headquarters last night, as well as to Ogden. Officers of the latter place believe that the men who held up the Bingham saloon may prove to me mem bers of the gang of hold-u- p artists recently broken up In the Junction City.
