That the following proposition to amend the Conatltution of the State of L'tah la hereby submitted to the qualified elector of the State l. of Utah for their approval or namely: That Section t. Article 10. of the Constitution of the Slate of Utah, be amended to read a follows: The Public School System shall kindergarten schools, common schools, consisting of primary and grammar grades, high schools, an agricultural college, a university, and such other schools as ths Legislaturs Th common school may establish. shall be free. The other department of the system shall be supported as provided by law. Provided, that high schools may be maintained free in all cities of the first and second class now constituting school districts, and In such other cities and districts as may l designated by tlie Legislature.
