To help consumers protect themselves and to alert the industry to the FCC's Common problems Carrier Bureau has compiled a "Scorecard" that provides information consumers need to make informed decisions about telephone-relate- d services. The "Scorecard" includes an analysis of how telephone companies performed and the types of telephone-related and complaints inquiries filed by consumers with the FCC. The Scorecard can be browsed and downloaded from the Internet: The FCC tracks trends in consumer telephone-relate- d complaints to develop policies and rules to protect consumers. In 1995, the largest complaint category involved "slamming" when a consumer's chosen long distance company is changed to another company w ithout the consumer's knowledge or consent. The "Scorecard" provides an look into the FCC's rules, and policies to protect consumers against slamming and includes information about enforcement actions taken against slamming offenders. The second largest category of complaints involved the rates and services of operator service the companies providers (OSPs) that provide interstate long distance serv ice from pay phones and phones in other public locations.
