Show By TINA BROUGH Contributing Writer KAYSVILLE Law enforcement officials claim there are up to four different groups creating havoc and responsible for most of the gang and graffiti related problems in the area. This unsettling information was told to the Kaysville Area Chamber of Commerce by Police Chief Dave Helquist and Detective Bill Allen at a recent luncheon. There are gangs and graffiti problems in Kaysville. Detective Allen finished by stating that the Kaysville Police Department keeps of gang related crimes and activities, and it helps the police when they are informed about such activities. We are all going to have to work together to take care of this problem, he added. Helquist spoke about the police department and how it has changed a record Of the four known gangs in Kaysville, the Irish Crew is the biggest problem. Ninety percent of the assaults at Davis High, Irish Crew is somehow involved, said Allen. In 1989, the population was approximately 15,981 and the police department had 10 officers.
