They came off the mountain one by one, suspended upside down from a cable beneath the whirling rotors of a Hughes 500 helicopter. The huge beasts sailed from their Henry Mountains home to waiting ground crews and horse trailers. The Utah Division of Wildlife Resources, in cooperation with the bureau of Land Management and the Ute Indian Tribe, removed 28 head from the Henry Mountains for relocation to the Hill Creek Extension of the Book Cliffs. There is presently a small bison population in the Book Cliffs, but the Utes want to expand the herd, and requested the animals to beef up their breeding stock. New 7ealand helicopter service which specializes in daring wildlife captures, was central in the scheme. This was the first time something like this has ever been done," said Jim Karpowitz, the DWR regional game manager who masterminded the A operation. We were on pins and needles the whole time, worrying about the safety of both the bison and the crews. Theyre too big to take for granted. One kick or shove and its all over!" Removal of animals through hunting, natural mortality and the recent transplant is expected to bring the bison population to a negotiated limit, Uintah Basin Standard One for the road? Dr. Kim Sullivan, local internist, has been told that under terms of his contract with TVMC, he will need to immediately return $25,000 of a loan granted to him. However, the hospital board has granted an opportunity for all doctors who do not currently have repayment schedules for loans to set those up by Feb. 3. But according to Dr. Sullivan, he owes the hospital nothing. I have no comment on the situation, other than a general statement that I dont believe I owe any money to the hospital, Dr, Sullivan said. The (special service) district has not been acting in good faith. Anytime you change or modify a relationship, there are bound to be questions and problems, Don Groff, TVMCs CEO said. But my feeling is, if the hospital loaned money in good faith to the physicians, every effort needs to be made to repay those loans. It was indicated that the doctors collectively owe TVMC $384,000 for loans. Tooele Transcript Bulletin OB-GY- BOUNTIFUL Faced with the option of a justice of the peace or district judge system the Bountiful City Council selected to go with a district judge to handle criminal cases and disputes within the community. Bountiful currently has a circuit court judge to handle the case load but had to decide to go to a justice of peace system or district judge as all circuit courts will be discontinued by the end of 1994. The decision between the two proposed systems has to be made by July of 1994 by all Utah municipali- N OB-GY- Following the suggestion of staff the council voted to go with a district judge method that will use the same facility in Bountiful as the current second circuit court located at 745 South Main. As it stands today this (district judge) is the best choice for us, Mayor John Cushing said. By selecting the district judge route Bountiful will likely get a judge in town two or three days a week depending on the case load and need. ifOET caisfoicti: This judge will be shared with other Davis County cities not using a justice of the peace. It is even possible that some times we will get a judge from Ogden, City Attorney Rusty Mahan said. The exact details are still up in the air. Bountiful will keep the circuit court system in place at least until the end of 1994 when Judge Mark Johnson will retire. But in 1995 the district judge system will be adopted instead of using a justice of the peace. A new district judge will be named for the Bountiful area in 1995. Municipal court systems have gone full circle, according to City Manager Tom Hardy. Local control was used in the 1960s and 70s and then the state took over in the 1980s. In the 1980s the state took over control of the local courts and now they want to turn it back over to the cities, Hardy said. We felt we had a good system and wanted to keep it. Hardy said there are pros and cons with each system and several of the other south Davis County communities use a justice of the peace. The man released last November from the Utah State Prison, where he was serving a sentence for burglary was arrested by officers Thursday, within minutes after trying to break into a home near 2475 West 2200 N. Acting on a tip from an alert neighbor, Police Chief Bill Chilson was at the scene and watched as the man scaled a ladder and removed several screens from windows on the home. Before Chilson could detain the man, the suspect saw a Sunset patrol car drive by and tried to leave the area. He climbed down the ladder, jumped a fence and walked down the street where officers were waiting, said Clinton police spokesperson Ranee Johnson. He insisted he was there lookfor his girlfriends house. ing Police believed otherwise, however. A search of the mans vehicle, which was parked nearby, produced an empty holster and burglary tools. Officers also recovered a handgun the man allegedly stashed under a rock near the house. Police booked the man into the oriented." Also in the justice of the peace system the employees are city opposed to state employees with the circuit or district systems. Both Hardy and Mahan agree that the district court system will be nearly the same as the circuit court system. The only big difference will be that the district judge will be shared with other cities instead of having a e circuit court judge and sys- Arraignments will still be held in Farmington under the new' system much the same as it is today, Hardy said. One topic discussed by the council was the length of the contract with the state if the district judge system w as selected.
