Show 6B Sun Advocate, Price, Utah Wednesday, December 10, 1980 School fund will probably remain intact Except for a possible adjustment in highway user revenues to meet a serious problem in the tran- sportation fund, Utah can balance its general fund and uniform school fund budget next year without a major tax increase. This was the conclusion reached by Utah Foundation, the private research organization , in their latest analysis of the condition of Utah state finances. The foundation report warns, however, that it will require some difficult budgetary actions and extreme austerity in 1981-8- 2 spending programs to avoid a tax increase for next year. In addition, it will necessitate that the pending budget deficit for fiscal year be the current (1980-81- ) eliminated by the Secial Session of the Utah Legislture which will meet next week. According to Utah Foundation estimates, general mid-rang- e fund and uniform school fund will revenue collections for 1980-8be $56.1 million below the revenue estimates used at the time of the 1, Budget Session. Part of this revenue shortfall was met by a general 2 percent appropriation cut back ordered by the Governor earlier this year and part by a carry over balance from last year. Even with 2 percent exordered by reductions penditure the Governor, Foundation analysis point out that the 1980-8- 1 budget will be out of balance by more than $39 million unless further action is taken by the Legislature. The Governor has suggested that 1980 The 2 Vz percent cuts be applied to the minimum school program, and That the general tax relief program for 1981 and subsequent years be cancelled. The Special Session, which will meet on December 15, will consider this program along with alternative ways to eliminate the anticipated deficit. Last January, when the state revenue picture looked brighter, the 1980 Budget Session enacted a general tax relief program calling for tax credits against the individual income tax based on property taxes or rents paid during the year. Approximately $31.4 million was appropriated to implement this program in 1981 and it is expected that the cost would rise to $53.7 million the following year. This program would be scrapped under the Governors recommendations. Last year, the Governor was forced to order 4 percent across the - board cuts, when state revenues failed to meet earlier -- expectations. The Foundation study observes that the financial problems of te isolated past two years are not occurrences. It notes that while tax revenues will continue to rise with inflation and economic growth, they are not expected to keep pace with the demand for increased ex- penditures in the decade ahead.".
