The Dumps Not Open Yet Apparently, some Salina residents were not aware that the new indump will not be open until next Monday. It appears from know even did not where of them some cidents of last week that the new dump is. We hope that for one week, Salina residents will exercise self control and continue to use the old dump instead of jumping the gun on the new one. We also hope that the mess of garbage that fell off of a truck, mistakenly going to the new dump is not an indication of things to come. The persons garbage littered the road for several days. We would hate to see Rodney Rasmussens well layed road desecrated by drivers who do not care what the town looks like. We are confident that the city will take the necessary precautions to assure that garbage trucks are covered, as required by law, that gates to the new dump are closed after hours and that a fulltime attendant is present at the landfill during dumping hours. Much controversy has brewed over this new landfill. We would hate to hear We told you so, shouted especially since such a shout would reflect that the problems feared concerning the dump; and its location were coming to pass. d. Hes Pleased Editor, Sun: The taxpaying public should be veiy pleased with recent steps being taken by the U.S. Department of Education in Washington, D.C. and the regional offices of the Department including the Region VIII office in Denver, Colo, under the leadership of Secretary of Education T.H. Bell to clean up sloppy operations in collecting delinquent National Direct Student Loans. The secretary, for example, recently signed a regulation which will cut off federal capital contributions to some 523 postsecondary institu- tions in the 1982-8- 3 academic year. The cutoff provisions will apply to institutions with a default rate of 25 percent or more in the loan program. It is also encouraging to know that earlier (Washington and Re- gional Office) initiatives have already brought improvement in the collection effort. These include use of private collection agencies working on a commission basis, in lieu of reliance e on federal employees, which will increase total collections for FY 1982 by about 25 percent over FY 1981. In addition, legal actions aimed at fraud and abuse full-tim- have resulted in recovery of about 15 million dollars. While success in improving collections have already been considerable, even more will be accomplished under a new initiative developed by the Department for FY 1983. These include: 1. Development of a national and regional plan for 1983 which will result in collections of $80 million. Ibis goal will nearly double the results of FY 1981. 2. Records of approximately one million defaulted borrowers in the government for collection an additional amount of of a billion dollars worth of defaulted NDSL paper, which is currently in the hands of schools, is being requested. These regulations and initiatives are obviously intended to spur institutions to do more to collect delinquent loans, to keep default rates low, and to correct a situation that in too many cases is clearly out of hand. Anyway, talking with Pastor Jonathan Edwards this week reminded me forcibly of what a small sing-son- g - default rates. For example, 1981 default rates among Utah postsecondary institutions vary from a low of 1.64 percent to a high of 40.9 percent. Although there may be several socioeconomic and geographic factors which contribute to this disparity, the most influential is the collection effort. I believe that institutions have a major responsibility to collect these loans and to keep the default rate low. With all of our efforts institutions will make a greater effort to assure collection. This effort is necessary to comply with the demands of the law, as well as to assure continued sources of fi- nancial Airman Tracy N. Poulos, son of Forence R. and stepson of George G. McKays office and tells the church president that he has accepted Christ as his personal saviour and that he is leaving the LDS Church. The book says President McKay immediately pushes a button on his desk and three people step into the room seemingly from out of nowhere. President McKay then demands that the spostle return his key to the executive bathroom. Pastor Edwards was such a good sport when I told him that story and assured me' that he had nothing to do with the writing of the book. After the Brigham Smith episode, Pastor Edwards told me about his beliefs and asked me a few questions about mine. We must have talked for two hours. He seems to be an exceptionally intelligent person. I think the budding Baptist congregation here will be quite happy with their first pastor.
