One look around the town might suggest that it is. Loose dogs guard the entrances to grocery stores and schools. Two dogs seem to love to try to bite cars going to the Salina dump. Joggers complain about having to share their morning run with neighborhood mongrels. The 10 p.m. siren is joined by the discordant harmony of seemingly every canine in town. It is a common but unpleasant sight to see the streets, sidewalks and yards decorated with canine calling cards. At recent city council meetings, a citizen registered her disgust with the problem. The council rightfully told her to file nuisance complaints against the defending dogs owners. Gordon Kiesel said his police force is doing everything it can to control the loose dogs. A small police force obviously has to prioritize its time and chasing dogs is not high on that priority list. We suggest the burden of action be placed upon those who are the chiefly responsible for Salina being one big open dog pound dog owners. Lessons should be given in club and church meetings to those who cant seem to keep a doggie bathroom in their own yards or who have a religious fettish against tying a dog to a post. We also suggest that nuisance complaints be filed by those whose yards are the constant victims of a dogs bout with the garbage can or whose lawns are always freshly fertilzied. The laws but they are still on the books. may not be highly enforceable Perhaps if enough indignant residents shout loudly enough, well all be able to jog without a neglected mongrel nipping at our heels.
