It was explained that in an effort to balance various accounts, Principal Timothy Smith has taken funds from certain accounts and placed in others, and has received some criticism. The board agreed that some areas such as girls athletics and the football require program at North Sevier funding from other sources to operate. We realize that some accounts can be transferred for specific purposes from one account to another in some cases, He Bell said, but others cannot. recommended that a written policy in fund transfers for the entire district be formulated. Dr. Kenneth Glover, board chairman, said that while Mr. Smith is attempting to solve some difficult problems at North Sevier High School, there should be less autonomy involved, and that persons who have interest in some of these accounts such as the class funds should be consulted before money is taken from them and placed into others. There has always been this problem at North Sevier High School in trying to cover program expenses with outside income, he said. The board decided to meet with Mr. Smith and get a complete rundown of funds needed to handle the various programs at the school including the and then make athletic programs some decisions. The possibilites of cutting such programs as football were discussed because of the financial problems they present and the lack of funding for them. Roy Silver, of Silver and Allsop, architects to the district, reported on moving bleachers from the old gymnasium at North Sevier High School to the new building. He said that some of the existing bleachers could fit into the spaces at the new building, and with some adjustments, the bulk of the bleachers could be utilized.
