Extra costs for private driveways will be assessed only against properties benefiting therefrom and shall be in addition to the assessment for curb and gutter and miscellaneous costs specified hereunder. Such additional costs are estimated to be $2.00 per square foot for open-typ- e driveways and $2.50 per square foot for driveways requiring pipe or culvert in the gutter line. Credit to abutting property owners for street improvements made under proper permits from the office of the City Engineer, for extensions previously built and assessed will be allowed so that the property will not be reassessed for those prior improvements so constructed. Credits for corner lot exemptions or partial exemptions will be made as provided by state and local law. If the actual cost of the improvements exceeds the estimated cost, the City Council shall nevertheless have the right to levy assessments in excess of the estimated cost. PAYMENT OF ASSESSMENTS Any assessment may be paid in ten (10) equal annual installments with interest on the unpaid balance not to exceed nine per cent per annum until due, and thereafter at the rate of ten (10) per cent per annum until paid; or the whole or any part of the assessment may be paid without interest within 15 days after the ordinance levying the assessment becomes effective, and if paid in part, the unpaid balance shall be payable in ten (10) equal installments with interest as aforesaid.
