Our Legion and Auxiliary members, four million strong, countries on the basis of human rights, are concerned about the possibility that the United Government would relinquish sovereignty of the U.S. Canal Zone and Canal and that we would give it to a dictatorship in Panama which runs contrary to our natural instincts as Americans. Most concerned are our Legion Posts in the U.S. Canal Zone. Does our country intend to abandon its citizens to a dictatorship, and if so, what does the United States stand to gain from such a giveaway? We feel we are not biased in our stand. Since I960, Legionnaires have been told both sides of the issue, not only by our national publications but also at national conventions. Ambassador Gonzalez Revilla has stated the case in full for Panama. Ambassador Sol Linowitz spent more than an hour at our last national convention explaining the administrations viewpoint. Our first concern is the States . , Navy with a global responsibility. Today, all but 13 of the ships in the U.S. Navy (those being the large aircraft carriers) can pass through the Canal. Can we afford to pay exorbitant toll fees set by Torrijos government? It has been recognized by the treaty negotiators that tolls will go up 30 to 40 percent immediately after ratification. What is to stop Torrijos from charging U.S. ships an even higher rate than those from other countries? Can we afford these increased the lowest rating in Latin America. Panama received the same 1977 rating on political and civil liberties as the Soviet Union and was rated even lower than Cuba. There is no political party except the Communist Party, called the Peoples' Party. Furthermore, the monies from the Panama Canal annuities do not go directly to the people. The money goes to the Torrijos power group. Torrijos also has busied himself with making closer ties to Castros Cuba and the Soviet Union. According to the U.S. Mikolai Zinoview, a representative of the Soviet Union, signed an agreement with Torrijos to open a Soviet bank. It will run Soviet commercial activities throughout Latin America as well as a series of other multimillion dollar trade projects with Cuba and Panama. What makes us believe Torrijos will even live up to the new treaty when he has in fact violated the present one eleven times in the past two years? Some have been shooting a U.S. citizen in the U.S. Zone, setting off bombs, capturing a U.S. vessel, the Sea Wolf, which was in Canal Zone waters and burning and desecrating our U.S. Flag. The U.S. bought the canal territoy, a strip 10 miles wide and 50 miles long, at a cost to the U.S. taxpayer that far exceeded the cost of the Louisiana the Mexican Cessation, the Florida Purchase, the purchase of Alaska or any other territorial acquisitions. The U.S. Canal Zone is a territorial possession of the U.S. and has been recognized as such by the U.S. Supreme Court on two separate occasions. Article III, Operation and Management, states that a public service costs such as police, fire protection, street cleaning, traffic management, and garbage collection in the Zone shall be ten million U.S. dollars per year paid by the U.S. to the government of Panama. It will be every three years to determine if an adjustment is needed because of inflation. The U.S. will pay to Panama until the year 2000 about 230 million dollars for these services. On a per capita basis, this amounts to a sizeable sum.
