Although west end residents were asked - in the newspaper, through letters and from personal phone calls from Council member Annette Gardner - to fill out a survey and attend a council meeting regarding inadequate water supply, many residents still havent responded. Only two of the 18 families attended the last council meeting to discuss the issue, and only 10 of the 18 have turned in their surveys. City officials, concerned about the $400,000 price tag for installing adequate water lines there, want to apply for a community development block grant to pay most of the cost. Some money collected from the new franchise tax will be used to pay the remaining costs. We need to have an ordinance on the books that will allow the council to hire a city manager in the future, said Mayor Henry Dickamore Dickamore said that he and the council had met with Ginger Miller last January to discuss her workload. Miller1 c intently fills the positions of city recorder, city administrator and personnel coordinator. She often has to do her recorder work in the evening after putting in a long day performing her other duties, said Dickamore. Ginger is not being reprimanded or demoted; she felt overwhelmed doing three jobs. He said Miller actually suggested creating the position. After the council asked for public input, Clarese Biddle, a Washington Terrace resident, addressed the council and voiced her concerns about the city manager form' of government. Biddle said she came out of curiosity after seeing the council agenda published in the paper, and because of the fight in Washington Terrace over the city manager position. If you change to the manager form of government, you could end up like we did (in Washington Terrace), Biddle said. "The mayor and council had no authority over city employees. It was hard to change back. The council voted to amend the ordinance from all executive or administrative powers held previously by the mayor or council member are now delegated to the city manager to "may be delegated."
