In a more serious tone he said his biggest challenge was in being mayor at the time that Interstate 15 was about to be constructed. He immediately ran into problems related to the interstate. One of his biggest challenges was in trying to convince commissioners and mayors to move Interstate 15 closer to the railroad tracks through his city, and put in an overpass. He was finally successful in his efforts. In the process he obtained an for the city and made travp el over the interstate and across the railroad tracks safer. I guess a person could say I moved Once active construction started, huge trucks began moving thousands of tons of sand down Pages Lane to be used as fill on the new interstate. They were spilling lots of sand on the road and it was becoming a serious problem to the residents and the city. The construction people did not seem to be too concerned when we requested that they clean up their mess, so I instructed our police chief to stop them if they continued to spill sand. The next day the chief did as he was told and construction came to a halt. Carr got a call later that day from the city attorney who said that the city could not just stop the construction because no ordinance existed to do so. He said the construction workers had brought that point up. Carrs reply was, You tell them that I will pull the council together and we will create an ordinance. Syracuse City intends to construct a storm drain and sidewalk along 1700 South running West to approximately 3300 West using Community Development Block Grant Funds. On Tuesday April 23, 1996 the Syracuse City Council held a public hearing to receive input on the proposed project and its impact on an area located below the Bluff Road that has been determined to be wetlands. The City Administrator reviewed the proposed project with those in attendance together with the requirements of the Army Corps of Engineers. Although there were several citizens in attendance only 2 participated in the public hearing.
