Bouchards father served as a city councilman, giving his son d knowledge of the job. Bouchard feels that was the motivation behind his appointment to the council. After serving two years as a councilman, Bouchard was approached by a group for citizens who requested he run for mayor. He did, and after holding that office for 4 years, he has decided not to seek again. During his term in office, Bouchard has been involved in the improvement of the citys culinary water system, and was instrumental in the building of a new city hall and a city park. Bouchard said he worked hard to get the road widened from South Weber Drive to Interstate 84. I felt it was vital to make the city accessible to the Interstate, he said. While in office, he saw South Weber grow from a small community into a larger city. Bouchard credits the recent rapid growth to the citys location. It offers country living but is close to Ogden and Hill Field, he added. Bouchard said he believes it is important to monitor the growth of South Weber. A plan is needed to insure an orderly growth and prevent crisis situations. Bouchard would also like to see economic growth within the city. "We had plans for business expansion along Highway 89 but now with the new expressway concept we cant encourage that, the mayor said. He was followed by his brothers John and Byrurn Bybee. City historian Lee Bell calcu-late- s the citys population in the second year to be 15 families, totaling 65 people. Every family had a few horses, cows and a garden to make a living on. The settlers traded butter, eggs, cloth, rag rugs and other farm produce and homemade items in the Ogden trade market. Bell attributes three happenings to changing the citys early financial picture. The 1849 gold rush in California brought the first travelers through the community, leaving money and materials behind. More money and heavy materials were left by Johnsons Army in 1860 when they were called to fight the Civil War. The arrival of the railroad in 1868 gave the area contact with the outside world. ; As imported items were brought in, area resident exported livestock and sugar beets. They switched to currency rather than bartering to obtain goods and services. The one biggest factor to change the future of South Weber was World War I, Bell said.
