Stoddard is the Democratic candidate for the four-yeCounty Commission seat. Stoddard was bom and raised in Davis County and has worked and lived here all his life. He and his wife, Jennie, are the parents of three children, who are married and also reside in Davis County. Stoddard is campaigning on a platform solidly rooted in service to his constituents. ar Howard Stoddard As a Democrat from north Davis, Stoddard said he can offer new approaches, new ideas and a fresh perspective. He said he believes in the value of creating a balanced representation on the commission, both in terms of political and geographic standings. By being from the northern part of the county, he can represent the north six cities and provide representation that will bring better understanding of commu- merit. He served as chairman of the public facilities committee for the Davis County master plan, president of the Clearfield Kiwanis Club, president of the Junior Chamber of Commerce, director and treasurer of the Clearfield Chamber of Commerce, and treasurer of the Davis County Democratic Party. He has held a variety of administrative positions in his church. He currently serves as a member of the Wasatch Regional Front Council and senatorial My conservative background and experience in successfully managing programs with very tight budgets have taught me the value of fiscal responsibility and budgetary constraints, he said. Stoddard served in World War II in the Army before returning home to a job at the Naval Supply Depot and later the Postal Service. During his 31 years of service with the Post Office, he was promoted from carrier to assistant post master and retired as the Clearfield post master. Among his priorities are pledges to improve accountability and financial disbursement practices for county offices, and to evaluate and departmental budgets to improve their efficiency. My experience with fiscal conservancy while working at the Post Office and in other positions taught me the value of doing more with less. I believe that the best way of reducing taxes is to trim the dead wood from government programs, he said. Another priority is dealing with the drug problem. He said he hopes to encourage judges and attorneys to take a ONE WEEK ONLY stronger arm in sentencing drug dealers. He plans to improve relations between county and city government so that the entire county can work together to attract new businesses and create new jobs. An increase in clean, high-tec- h industry means better tax support and a higher standard of living for all Davis County residents, he said. I am particularly concerned that many residents are being forced to leave the county to find g jobs or to avoid the burden of higher taxation. My lifelong committment to Davis County has fostered a sense of civic responsibility and duty that promises effective, trustworthy service, he said. Stoddard said he sees various county programs and departmental policies with elected officials and employees lacking proper administration.
