Maintenance and repair to ensure a safer highway system is numbered among the state's responsibilities. The provision of adequate entrances and exits on the highway is also a government function. The issue of increased traffic has badgered Roy since 1977. As of yet, the city has not met the requirements to obtain federal funding. Wilbur Jefferies, Wasatch Front Regional Council executive director, has called the Roy traffic issue one of growing concern that will not be resolved easily. The establishment of an interchange is an involved process that may take several years. A feasibility study and an inquiry into alternatives would seem to be a reasonable beginning. The regional council has offered to assist Roy in preparing an initial study of the prospect for additional interchanges or other solutions. City staff will help structure and review the impact of the options. An analysis is most often the initial step leading to some sort of corrective action. There are gains in encouraging energy consuming corporations to cut energy consumption as well as the homeowner. The less utilities we consume, the less likely more hydroelectric, coal burning and nuclear plants will be built in our backyards. Much has been written nationally about the disintegration and increasing poverty of the American family. A levy of a fixed amount of money like property tax upon a struggling family, especially the young and the elderly, is anything but best for the community. Most businesses prefer a variable rate which is based on units consumed because they are left with more options. Two more legislators are being targeted for the general election, Frank Knowlton and Kaye Browning. The same tactics will be used.
