Van Sickle, Social Security manager in Ogden, said recently. A debt to Social Security usually arises when a person receiving retirement, survivor, or disability benefits or supplemental security income (SSI) payments gets more money that is authorized by law. These debts, or overpayments, generally are caused by the persons failure to report an event that has an effect on the amount of the benefit that is due. These L " j x;," ?K ' ; 11, rf I l 'f? Van Sickle said. Social Security must take action to recover all overpayments. A person is first asked to repay the entire of the amount overpayment. If this is not possible, arrangements can be made to make the repayment over a period of time, either by withholding a portion of the benefit check or by making monthly installments. People can avoid overpayments if they promptly report any happening that could affect the amount of money they are due. A prime example is the 1983 amendments that strengthened program financing and assures stability both in the short run and in the long-terfuture, said Robert Van Sickle, district manager, Social Security Office in Ogden. For several years prior to the social security amendments of 1983, there was concern about the financial soundness of the cash benefits programs. High inflation, unemployment and other factors were depleting trust fund reserves. In making changes, the congress made a particular effort to have any burden shared by both current workers and by present and future benefim ciaries, he said. For example, borrowing among the Social Security and Medicare hospital insurance trust funds is authorized when necessary to assure continuation of benefit payments during periods of adverse economic conditions, Van Sickle said. Another provision makes a portion of the Social Security e payments to some beneficiaries subject to federal income tax. About 10 percent of beneficiaries, those with substantial outside income in addition to benefits, are affected, he said. The revenues resulting from this provision are credited to the Social Security trust funds.
