Osborn was given the award because of his fervor and dedication in building one of the strongest recreation programs in the state, according to mayor Merrill R. Petty. Gymnastics Classes 10-1- In 1982, when Osborn was hired as recreation director, the city had 200 participants in any given sport. Petty said. The Hill Air Force Base Mens Varisty Soccer Team is holding a soccer clinic for area youth and youth coaches. The clinic will be held Aug. 23 and 24 from 8:30 a.m. to 4 p.m. at the Hess Gymnasium Soccer Field at Hill Air Foce Base. Included in the clinic will be hours of instruction for youth and coaches, lunch on both days, and use of the swimming pool during midday break. Twelve members of the Falcons Soccer Team will give instruction on various aspects of the game to include basic trapping, passing, and kicking skills, as well as ball control, offensive and defensive maneuers, and team tactics.
