Per capita budgeted expenditures range from a high of $918 in Daggett County to a low of $69 in Davis County, reports the Utah Foundation, a Salt Lake d private tax research organization. Regardless of county size, basic services must be provided in all counties. This accounts for the City-base- wide variation in per capita costs, said Bruce E. Bailey of the foundation. The costs for basic county services are much higher in counties with small populations than they are in larger counties, where the expense can be spread over a larger population, he explained.
