Show ' vwinw I M Utah’s future depends on education ability to attract industry David Dunn B I've spend 25 years providing equity capital for corporate startups Some have been mundane — a carpet yard spinner a commercial bank — but most have technically oriented One went from a startup of six people in 1969 to a peak employment of 16000 in 1984 Iomega went from a startup to 1000 employees in about six years The most attractive industries today from an industrial development viewpoint are technically oriented industries with the ca- - Commentary pacity to grow far faster than the overall economy For the most part they pay well and are We are all familiar with areas in the United States which have had the most rapid and substantial technological development — the Boston Route 128 area and the San Francisco Peninsula area A recent New York Times article talked about the Route 128 area: “Unemployment figures (are) as low as 2 percent in some parts of the region and just about half the national average educational establish- - DAVID DUNN menthas long attracted new talentfrom around the world providing local business with an exceptional recruiting pool research and inspiration” Another area that I predict will have major technical growth over the next 10 to 20 years is the San Diego area And without any doubt the driving force has been the University of California at San Diego During the 1970s contract research at the university went Letters Charter Thrift depositors asked to meeting I have been quietly hoping that the Utah State Government or an organized group of depositors would take steps to return my funds deposited in Charter Thrift & Loan Nothing of consequence has happened I have contacted legal counsel to personally assert my rights against those parties responsible andor liable for the return of my funds be they the officers and directors of Charter state officials or the State of Utah itself In this circumstance legal action is best accomplished by united efforts to the extent our ‘Amerika’ interests are the same I am not interested in starting a new bank or and smothering attempts to recover deposits by forming committees I simply want to get my deposits back! I consider myself a very conservative Republican I believe that my voting record would testify to that I am by admission a hardcore Reagan supporter I support Congressman Hansen and Senators Garn and Hatch I support the Star Wars Initiative the Contras and not “cowtowing” to the Russian political line Some could even look at me as a “right winger” With that all aside now we get All the down to “Amerika” hoopla (I use that term in deference to one somewhat stronger but meaning the same thing) must have been paid for by the network (ie critics press and companies pulling their ads or not pulling their ads) to ensure that the program would be heaviI no better and no worse than any other TV fare I might add that the same applies to the acting It hasn’t caused me to either hate the Russian people (the average working Russian citizen this does not apply to the leaders of that country) or believe that our government is fomenting that hate Actually the parts that I have seen fall below the average line for quality However one could make of it what their imaginations would allow one to I really cannot see why anyone would allow themselves to become emotionally involved with such a mediocre program be they left wing or right wing liberal or conservative But then I’m guessing that’s the answer They are allowing themselves to do such To which all I can say is (and make of Ogden article (Ogden that quoted me as saying that the city had to build a community center in West Ogden because I said so I did not say that but we really do believe that the city owes us some money for all our tax money that they have been using in other areas Our taxes go up each year yet we have nothing to show for them We don’t even get the services that we are paying 16 for In other areas they have schools that the people can use as centers but in West Ogden we have no school to use We had the Hopkins School but that has been closed and sold to Weber Vocational Workshop When we had the center there we had The some good participation children and seniors were happy and attended the center Now we are appealing to the West Ogden businessmen and the public that want to donate so we can ington 1640043 Mary Tenorio and the rest of WO Cir officers from $6 million to about $200 million The university has excellent departments in a number ol the sciences including computer science The infrastructure was there to allow technology companies to move in and many have San Diego has an excellent public school system particularly in the La Jolla area where the university is located This is a key element in recruiting people Technical people are by definition educated and they want good education for their children My strong feeling is that if you want attractive industries to locate in Utah you must move toward improving the school system overall and provide substantial additional funding for the University of Utah to make it better — not larger The argument is made that taxes are already too high and can’t be raised — that high taxes discourage economic development Let's compare tax rates of California and Massachusetts which have extraordinary success in development with Utah The maximum personal income tax rates are 11 percent in California 10 percent in Massachusetts and 775 percent in Utah The highest corporate rates are 96 percent in California 95 percent in Massa chusetts and 5 percent in Utah How anyone can make the economic development argument against raising taxes in the face of these figures and the relative performance to date in economic development is beyond me The argument might also be made that taxes will go up no matter what you do now Your best choice is to attempt to control your destiny and have a chance of winning by raising taxes and doing whatever else is required to develop excellence throughout your school system s university including a The other scenario is — don’t do it and face the possibility of economic decline a static or shrinking tax base and higher taxes to support essential public services That’s what I call an “everybody loses strategy" As a last comment on this subject I’ve sat through many discussions over the past 25 years relative to plant locations State taxes were never — I repeat never — considered a significant item in any of these discussions and decisions I’ve also heard the argument that the schools are inefficient and that they shouldn’t get additional funds until they become efficient The victims of a weak' school system are our children and our society overall If the schools are less efficient than they should be then it is up to the leadership of this state to improve them Meanwhile don't further victimize the victims by holding back funds For now I hope the efficiency argument against funding is not being advanced by businessmen Have they compared the efficiency of our schools with the efficiency of for example the steel industry — an industrial tragedy — or the banking industry — which it is estimated will have 160 failures this year a high? Are our schools less efficient than our nation’s largest bank — the Bank of America? I hope not In my opinion the efficiency argument is a simply proxy for the statement “I don’t want to pay higher taxes to support schools” The last argument I'll address is the voter resistance argument — the voters simply don't want higher taxes Your voters vote for higher taxes for education every time they have a child Utah families have 28 children per family versus a national average of 18 The equation is: More kids re quire more education — which requires more money A corollary' is: More kids require more jobs — which require a better education system — which requires more money The people of Utah are lucky The quality of life in Utah is amongst the best in the country You have an honest decent hardworking labor force that is amongst the best in our country That’s why Iomega located here and our work force has been a key factor in its success to date Take what you have a build upon it Spend the money to improve education and thus enhance your ability to attract desirable industry The people of Utah have a lot to be proud of I only hope you can resolve the issues of taxes and education in such a way as to sustain that pride Editor's Note: At a recent gathering of state leaders concerned Daabout industrial development vid Dunn chairman of the board of Iomega Corp which has a major facility in Roy addressed Utah's education funding problems These are excerpts from his remarks Mr Dunn is based in Texas Canyon High student questions board move Parents need to help with children’s education As a student of Canyon High School I would like to have one question answered How much concern does the Weber School District really have in where and how we are educated? The state liquor law says that there is to be no liquor sold within so many feet of a school Why then did the Ogden City Council issue the “Texas Lady” a beer cense? Washington High is within 600 feet of the bar Now they want to send us to Washington High Because of this we will be subjected to drunks bums Fights abusive language and obnoxious obscenities This is not conducive I am not one to write letters concerning articles printed in your paper but when I read the full page of propaganda as oute lined by the infamous Betty I was prompted to respond My wife and I are relative newcomers to Utah and must admit we came here because of job transfer and therefore do not live here by choice If the statement made by Ms Condie is factual that the inadequacy of textbooks and the age of the textbooks date back two decades then I must say that the entire citizenry of this state has been derelict in their duty as responsible parents and have been more interested in propagation rather than education If all she prints is true I would be ashamed to call myself a responsible parent I am absolutely appalled to learn that parents are not required to provide their children minimum supplies such as pencils and paper To me it appears that all of you fit into a socialistic mold regime where everything is provided for you Perhaps you should fudge a bit on your tithing and provide just a little support to the education of your children Nowhere in Betty’s dissertation to receiving an education equal to other high schools Tell us how many other schools are right next to a bar? The welfare program is wonderful It allows one who is less fortunate than others to better themselves I find that there are shortcomin your educational system Nowhere do I see that efforts are being made to improve on the system as it now exists Teachers with poor skills cannot be eliminated because of tenure School consolidation cannot take place because selfish motives and costcutting efforts are not acceptable I again repeat that if Ms accusations are true then all of you as parents deserve the kind of education that you now have in your state Betty can rest assured that I will express my opinion to my legislators in fact they will be copied on my letter to you It was an effort for my wife and me to feed clothe and provide an aducation for four children three of which attended college and graduated This was accomplished without state or federal assistance To me it is very disturbing to see the amount of withholding for the state of Utah I believe in paying my fair share but I feel parents need to share the responsibility and sacrifice of educating their own children do amazement that pencils wear out or wonder that a supplier of longer pencils cannot be found?
