Nicaraguan peace treaty has been undercut Administration spokesmen said the revised US position on a treaty to end the Nicaraguan fighting is that the United States will abide by an agreement upon its "implementation" — rather than on its signing — as special envoy Philip Habib had said in a letter to Congress April Habib's letter was hailed by liberal and moderate lawmakers as a potential breakthrough on the Contadora treaty that is being negotiated by Central and South American nations But conservatives attacked the letter as a sellrebels fighting out of Nicaragua's leftist Sandinista government State Department spokesman Charles Redman said Friday that Habib's letter had been "drafted Reagan Oil will allow by experts in the (State) department (and) widely cleared in the administration" but "should have said 'on implementation' instead of 'on signature" "That is we are willing to abide by an agreement that meets the criteria of the Habib letter when the Central American parties themselves take action to respect its provisions" he said The revised position represents the views of President Reagan and Vice President Bush who personally assured Latin American leaders a month ago that the United States "does stand behind Ambassador Habib's letter" said Marlin Fitzwater a spokesman for Bush Administration officials insisting on anonymity acknowledged that the wording "on implementation" represents less definite timing for US compliance than "on signature" But they said it prevents the Sandinistas from simply signing a treaty they intend to ignore as a way to lock the United States into abandon US to continue aid to Contras the Contra rebels The Nicaraguan government has insisted that the United States halt support for the Contras before it will begin reducing its military force — a central objective of the Contadora talks who Rep Jim Slattery letter from requested the April Habib said the administration shift undermines delicate negotiations
