Clearfield is expected to begin this fall the director of Davis County Mental Health Inc said this week Dr Russell Williams said the rental units will be built with approximately $600000 in grants to the county's mental health services organization from the US Department of Housing and Urban Development The HUD grant to Davis was one of three awarded in Utah for housing for the mentally handicapped Williams said Project plans will be submitted to HUD May 4 and approval is expected in time for construction to begin on the apartment buildings by fall Williams said The housing projects will be located at approximately 410 West Center St in Bountiful and in Clearfield at 1355 S 1300 East north of the Clearfield Convalescence Center At a meeting of the mental health advisory board Thursday Williams said Bountiful City embraced the project for the mentally handicapped with open arms — "180 degrees different than our experience up north (in Clearfield)" The Bountiful City Council and Planning Commission approved the plan late last month commenting said Williams that the city realizes "there are people in our area needing this kind of help and support and we are willing to work with Davis County on their care" Clearfield residents responded to the plan less enthusiastically at a public hearing last year Williams said despite concept approval from the city manager and city planner a Still the city approved conditional-uspermit for the Clearfield housing project Feb 23 1985 That permit lapsed after six months and Davis County reapplied for the permit which was renewed Feb 19 for another six months According to the Clearfield Planning Office occupancy in the HUD housing is "limited to those who are not physically or criminally dangerous" and are able to live
