One of the major points of emphasis in Mr. Eisenhowers address was that it will be the fault of Congress if spending is approved in excess of the $77 billion which he is recom- mending. This constituted a bold chalg lenge to the howls of protest which the big spenders have been giving forth ever since the balanced-budgprogram was announcwelkin-shatterin- et ed. Ultimately, upon Congress rests responsibility for determining the scope and amount of Federal spending. These words could have repercussions extending into the I960 Priesdential and Congressional election cam and Congressional election Many believe that campaign. and Government, spending the results that flow from it will be a major issue in that election. Not everyone on Capitol Hill agrees with Mr. Eisenhower as to the degree of Congressional responsibility. A large number contend that the President is primarily responsible for Federal spending, since he submits the recommendations and administers the spending programs. Regardless, however, of the proper division of responsibility, Mr. Eisenhower is seeking support for his campaign to hold down appropriations for the next fiscal year. There are a good many and members of Congress others who believe that expenditures could be cut below the $77 billion in the Eisenhower budget without impairing defense or interfering with any essential governmental activity. One of the most important aspects of Mr. Eisenhowers economy campaign is the emphasis he places on the contention that the amount he recommends for defense is adequate. This is particularly significant because one of the major attacks by the big spenders is on the defense appropriation and because Mr. Eisenhower is one of the foremost military commanders in the nations history. Mr. Eisenhower pointedly refers to the fact that for many months he personally participated in the develop-ben- t of the defense budget. He thinks the budget provides for both increased eefficiency and avoidance of waste. CAMERAS These snapshot cameras make color slides, too! Just imagine!
