borders of Sanpete County may experience travel delays from two road construction projects UDOT has completed a project on SRl 17 from Moroni to the north county border Motorists are encouraged to drive with caution until a final coat is placed on the road On US 89 south of Manti a “hot recycling” project is underway During the process the pavement is ground heated treated and repaved in a moving operation Traffic is reduced to one lane and motorists should expect moderate delays of up to 15 minutes The project is expected to be completed by the end of October health insurance State provides John Hales Open enrollment for the Primary Care Network (PCN) a public health insurance program under the Utah Department of Health (UDOH) begins this Monday and will continue until Oct 29 The program funded jointly by the state and federal governments provides preventive medical and dental services to adults who have other health coverage or access to insurance no ages through work who and Young Women held their annual fundraiser the “Li’l Buckaroo Rodeo” on Saturday Sept 18 at Tyler Blackburn’s arena The rodeo included events for all ages such as a chicken chase greased pig Wendy Hansen The city council approved Mayor Morris Casperson’s appointment of Anderson at its meeting on Sept 22 Anderson who is also the city manager had been acting as interim clerk pending the outcome of a criminal case against Hansen involv ing misuse of Ephraim City funds Earlier that day Hansen pleaded guilty in the case necessitating the selection of a new city clerk Council members questioned the legality of Anderson’s appointment at first fearing that there may be a conflict of interest betw een dual roles as city manager and city clerk The clerk is responsible for recording minutes of council meetings in which the manager also participates Howev er the council learned that city clerks may appoint others to take minutes of meetings and that many cities have managers that
