Show Page 2 Salina SunGunnison Valley News June 14 1995 (HI Utah Taxpayers Association grades Utah schools Utah school districts don't pass If school districts were graded using similar methods they use to evaluate students nearly of the school districts in Utah would receive below average marks according to a recent study by the Utah Tax“This study raises payers Association serious questions regarding the effects cness of some of the school districts in Utah" commented Howard Stephenson President of the Utah Taxpayers Association Students across Utah arc getting final grades this week but the Utah Taxpayers Association has graded the school districts themselves Scoring highest in the state was Morgan School District with a final grade of an - followed by lognn Rich Park City and Tintic each receiving a nal grade of a B San Juan District received the lowest grade in the state North Sanpete received a D a Sevier South Sanpete received a D received a C- - and Juab recieved a B The study which is an analysis of test scores on the Stanford Achievement Test (SAT) in Utah since 1990 evaluated districts using three measurements: in 1994 overall performance related to expected perperformance formance and improvement between overall 1990 and 1994 A composite score and final grade was then calculated by averaging the these three indices The test is given statewide to students in grades five eight and eleven In most schools the testing occurs from the last two weeks of September through the first week in October “The purpose of annual testing is to make school communities accountable for student performance” noted Stephenson As a whole students in Utah national counterparts on the SAT test in 1994 which consisted of mathematics and reading subtests The expected range shows how outperformed their schools serving similar students would be expected to score on any given subtest The expected range of scores is calculated by the Office of Education using the percentage of students in each district obtaining free lunch or qualifying for AFDC The greater the percentage of district students qualifying for these programs the lower the expected test range While an expected range is calculated for each school and district no range is available for the state However by using the median expected range for Utah's 40 districts a reasonable estimate can be made Based on this estimate they recieved -
