secresolve in approximately onds We will be strengthening the length of time it takes to resolve disturbances similar to this one The biggest danger throughout this entire situation was that' the inmates could ha ve hurt themselves by their actions Had there been any staff members in the sallyport area when the inmates breached this area it could have resulted in a hostage situation The reason that this was not resolved earlier was an inadequate number of operations team members based on the types of weapons utilized and the number of inmates involved For this reason a determination was made to wait for to arDraper Special Operations rive Had the inmates started in juring each other or gaining access to the control rooms a tactical plan would have been enacted utilizing Special Operations and Cadre team members on site Warden Van Der Veur stated that the amount of propThe erty damage was significant inmates involved in this situation will be charged restitution They will also be charged criminally for these destructive acts On the evening of August 9th a meeting was held with key administrators During the meeting discussion ensured concerning other groups that might be involved Inasmuch as there was no sympadeterthy votes going on it was mined that the rest of the institution could return to normal operational status To date a number of debriefings have occurred resulting in various recommendations The inmates who were involved in this incident are currently housed in the Special Management Unit A housing unit due to special utilized primarily for housing inmates who are management problems These types of incidents have an effect on staff The Department has an Employee Assistance provider to aid in debriefing staff involved in these types of situations Also a Peer Trauma Support team made up of psychiatric and medical staff is also available Warden Van Der Veur explained that these types of episodes hapthis is a prison environment penAt any given time percent of the inmate’s nerves are on edge some problem that appears to them as massive Grant Peel observed that the way the laws are set up the things that we must do for these individuals is outrageous Unfortunately the media tends to enhance the bad side of issues He felt that some of the people in prison are taken better care of than many people in the This incident was communities handled real well and he suggested to the council members that it be relayed to the public as being handled appropriately by Chief Hobby updated the group on the status of a number of different projects that are underThe camera project which way enhances our security is entering its final stages This project will enable officers to monitor certain key areas on a 24 hour a basis utilizing a continuous monitoring system The dental remodel project has been completed Also double bunking of Sections DE and G of the SMU was also recently finished This was very timely in that we are able to move inmates form Cedar Section 1 (those involved in the disturbance) into cells int he SMU Building Plans Mr Van Der Veur briefed the group that some of this year’s operations budget monies will be rechanneled to build a minimum security facility at the Draper site for women offenders The maintenance staff have been challenged with this task It is also the intention to build a Department’s maximum security unitat the Draper site Unita 5 Currently Unita 2 has 96bedsUnita3 192 beds and CUCF has 48 beds of Level 1 inmates and 64 beds for Level 2 approximately inmates There is a debate over secure cells vs minimum security facilities Hard secure cells are quickly pricing themselves out of reality It is estimated that it will cost approximately $34 million for Phase 2 This is one reason the Department is being asked to look at alternatives Warden Van Der Veur stated that our elected representatives need to be aware of these needs so that they can make wise recommendations Advisory Council Updates Dr Lamar Stewart -
