Show Volume 72 Number 41 Wednesday October 13 1993 Price 50 Cents Gunnison Hospital Board members take on new role Special Service District Established The Sanpete County Board of Commissioners at a hearing held October 5th adopted a Resolution creating the Gunnison Valley Hospital Special Service District The creation of a Special Service District was to establish a governmental entity to receive grant and loan funds from the Utah State Permanent Community GunniImpact Fund Board This son Valley Hospital Association is not a separate governmental entity whereas a Special Service District does meet that requirement The operations of the hospital will not change significantly although the hospital will be governed by an Control Board Administrative The Commissioners Lee Sorenson of appointed Mayfield to be Chairman and Mark Stoddard Secretary Control Board although Mr of the Administrative Stoddard is not a member of the Board The other Board members besides Mr Sorensen to serve through the remainder of the year are: Mardcll Jan Neil Mellor Jensen Mary Hill Kerry Blood Christensen MD and Bruce Blackham All terms will expire at the end of this year or until their successors are appointed by the governing bodies of the four municipalities now owning the hospital: Gunnison City and The the Towns of Centerfield Mayfield and Fayette Board will also consist of a member of the medical staff member of Gunnison Valley Hospital and one to be chosen by joint action of the four municipalities The commissioners also authorized the calling of an election to approve $2000000 in General Obligation Bonds which the Special Service District proposes to sell to the CIB Application has been made for zero or 3 interest rate or a combination of rates as low as available from CIB funding The bond Election will be held in conjunction with the General Election on November 2 1993 and all qualified electors within the boundaries of the Special Service District will be entitled to vote A majority will be required to authorize the bonds Control Board appointed by the The Administrative believes that the bonds can be County Commissioners retired out of revenues from the hospital without the necessity of levying a tax A General Obligation Bond will according to officials of the hospital be justification for the most favorable consideration not only for the granting of but also the lowest interest rate on any bonds which are sold The hospital will raise an additional $544000 to use with the loan and grant funds sought in the renovation of the hospital and the furnishing of equipment not now available in the area which includes a Cat Scan Ultrasound studies and laproscopic equipment detecting illnesses otherwise requiring exploratory surgery all diagnostic equipment To house and the equipment an addiaccommodating tional building as well as extensive renovation of the existing hospital structure will be built with loan funds grant funds and those presently held at the hospital Gunnison Valley Hospital according to its Administrator Mark Stoddard provides health care services to the families of more than 300 employees at coal mines and an additional large number of truck drivers transporting coal from the mines of Sanpete County The impact of these employees and the necessity for health care of their families justifies a high priority of Gunnison Valley Hospital for CIB funds which are realized through mineral leases royalties and bonuses paid by the federal government for public purposes within areas “impacted’ by the development of those in this case coal which mineral natural resources production develops the royalties and lease rentals paid to the State in turn made available to local government subdivisions such as this Special Service District highly technical provide rooms Attention Subway Sandwich Lovers! Ray Limb and Marilyn Hatch were among those that were busy on Saturday planting trees on Gunnison Main Street City Crews will continue to plant trees throughout the ira r Central Utah Correctional Facility celebrates third anniversary ? week 4 Education reviewed the high school graduBobMacGillivrary ation which was a tremendous success This year 37 52 individuals graduated with high school diplomas with GED certificates and 6 Snow College graduates Housing Deputy Warden Mike Jensen distributed a reference sheet with some of the highlights occurring in the HousingIntemal Security arena Also a number of Crime Fighter awards have been presented to staff These are awarded to staff for outstanding security measures Enforcement Enforcement Chief Rasmussen showed the group a 6 minute video about the Enforcement Bureau Since the start up of the facility there have been no escapes no riots no murders and no lawsuits filed against the enforcement bureau staff no grievances lost or ruled against no serious injuries (staff or inmate) no drug overdoses no loss of equipment and no court cases lost He stated that the CUCF’s drug interdicor dismissed tion is at least restricted to a controllable amount Currently three officers are in the sergeant’s academy Programming One hundred sixty two trained volunteers are currently assisting at the CUCF This number is always the Indian Affairs held their Recently increasing general council meeting at the CUCF During their visit to the institution a pipe ceremony was held with the 60 inmates Native American inmates Approximately have been researched as having some Indian lineage Dr McGarry asked if the same types of things are Dennis Schugk being offered for other ethnic groups responded that Reverend Davis is putting some things Also programming staff are together for the blacks always try ing to develop cross culture awareness events for both inmates and staff There does not appear to be instead rebetween inmates groups any animosity quests for add itional cu Iture awareness for other groups are being generated Dr McGarry expressed his appreciation for Dennis Schugk and Scott Johnson for coordinating tour of the institution for a group of walkthrough a About 25 individuals participated in this tour Dr McGarry staled that two inmates talked to the group The group was very impressed with the institution Council Member Feedback Dr Wendell McGarry He complimented the work on the graduation exer- cises It definitely shows that the staff at this time are doing their jobs You just don’t come across this type of experience every day Warden Van Der Veur concluded that we want our staff to be well trained competent and continue with a teamwork support atmosphere We are also very cognizant of ways to modify inmates’ way of thinking The Central Utah Correctional Facility Citizen’s Council met on August 16 1993 The Advisory following are the minutes from that meeting Welcome Warden Van Der Veur welcomed everyone in attenAlso a special welcome was made to Ll Dan dance Chcdisterfrom Section lOof the Utah Highway Patrol Mr Van Der Veur reminded council members that the purpose of these meetings is to provide citizens in local with information communities about the CUCF is doing and why we are doing business in a particular way 1 Disturbance A debriefing of the disturbance on August 9 exhad occurred was presented to council what plaining members along with a video synopsis of the incident Warden Van Der Veur stated that several pieces of this particular synopsis had already been aired on local He explained that the purpose of television stations showing this tape was to give members an idea of the traumaemotions that officers were experiencing particularly those in the Control Room As a preface to the tape the following was given On the evening of August 8th some of the correctional officers discovered a significant amountof brew (homeThis was confiscated that evening and made alcohol) contact was made with the Special Operations Unit to conduct a cell search die following morning Cedar Continued on page 6 |
