doing An example would be that when applications for project permits are made to a governmental agency that information needs to be shared with other effected governmental entities in a timely fashion All planning and toe carrying out of those plans would be greatly enhanced by increased sharing of Ed Phillips has decades of hands information on experience in intergovernmental relations with toe agriculture has become a much smaller the State's economy it has remained an important and consistent part of toe economies of Millard Juab and Sanpete Counties A strong informed voice is needed in the State legislature to represent issues related to toe continued and future of agriculture in Central Utah AGRICULTURE and existing was married to Vedene Anderson of rountan Green in 1968 and they have four daughters Verlene died of breast cancer in 1994 Ed marr'ed his wife Margaret in 1995 Collectively they have nine children and twenty-twgrandchildren Ed makes the following statements about his candidacy: ‘My decision to throw my hat in the nng is actually something I have seriously considered for over two years I have become increasingly aggravated over the past decade or so of our state legislature's increasing and constant interference into die affairs of local meddling government and attempts to micromanage 'oca government We elect people at the to cal level to manage our cities counties and school districts and they should be allowed to do so without big brother from the State or Federal government continually in their way My candidacy will be principally focused on District 63 issues and the legislative process as a whole I will represent the people of District 63 and wilt be accountable to them at all times’ " Having a balanced and healthy two party political system makes for better State I have been attending and government in legislative sessions as a citizen participating for the past thirty years and in past decades have seen good cooperative work The preservation and protection of water rights in Sanpeto Millard and Juab Counties are of major importance and must be a very high priority within State and local government Water conservation must also be a top priority Protection of toe Snake Valley aquifer from out of state interests is critical not just for those who live in West Juab and Millard Counties but could have serious for toe State as a whole long term implications Bringing the decades old Narrows Water Project to Sanpete County on line must happen now No more delays This water is absolutely critical to sustain any future growth for this region of the State Because Utah is the second most arid state to toe country water issues certainly should warrant a much more serious and urgent presence on the State Legislature’s agenda It will be a top priority of mine to see that happens PUBLIC SAFETY Without our personal security no real quality of life is possible The protection and general safety of each of us is toe most basic and fundamental need and service provided by government We to Utah are very fortunate to have for the most part good and adequate local and State public safety services These include fire service jails prisons and police services But I can state from first hand knowledge that it is an uphill daily battle on all fronts to maintain status quo The State Legislature needs members among it's ranks that better understand these very basic and fundamental issues WATER Utah Ed accomplished This is rarely the occasion in recent years In fact we now have a hand full of running the whole show for the most part and this needs to stop The process of government conducted by obedience meetings to force to the issues of the party holding the caucus is no way to conduct the peoples’ business I am and always have been my own person I will not go along just to get along I am not seeking to represent just a single political party or ideology I am seeking this office to be a fair balanced and totally open representative of District 68 I am retired and I have no special interest to serve other than those of the electorate of Distinct 63 as a whole I don’t need a job but I want to do this t have the desire the time the experience and the knowledge of Juab Millard and Sanpete Counties to represent and serve the citizens of District 68 wet and I look forward to engaging in the elective process ’ While part of care for toe very has to be made available certainly advocate socialized medicine but am convinced we can and we must do more to lighten the burden for those who are struggling to obtain insurance coverage and basic health services HEALTH CARE Access to basic health all Utahans especially the very old and young do not EDUCATION Education must be our top priority Utah's education system (public and higher education) is the engine that ultimately drives almost everything else in our state We must find ways to increase resources to support education while at toe same time insuring that available resources are being put to toe maximum and most beneficial use We need to do whatever possible to get the public more involved in this process and once State funding is allocated to toe school districts the rest of government needs to get out of toe way and let toe various school boards do toe jobs they are elected to do These boards are toe people's choice Let them be accountable to toe public they serve Real efforts need to be made to get Federal and State oversight of schools minimized and in some cases eliminated ENERGY Energy issues have very quickly come to toe forefront of public concern Utah must become more actively engaged to toe promotion and production of all types of energy Wind and geothermal potential to Utah is limitless Coal is now and is going to remain a very big part of our State's economy as well as a national energy supply for many years to come no matter what other sources of energy may be developed Coal is a huge part of the economies of Millard Sanpete and Juab Counties and the mining and transportation of it needs to be a big part of our planning to insure it's continued viability Oil exploration and is fast becoming a very promising production new industry to Central Utah with forecasts of major development and production This not it only means jobs and other related growth also means a source of desperately needed for essential government services funding schools Increases to focal shares including of mineral lease monies must be monitored to insure what should be delivered gets delivered State and local government must have closer working relationships exchanging information and cooperating fully to energy development and the planning of toe resulting growth Local input is vital!
