Glendale CA was arrested at mp 158 by Trooper Mike Thomas Balassian was pulled over for speeding 89 miles per hour in a 75 zone A records check on Balassian revealed a no bail warrant out of Salt Lake District Court for theft by receiving stolen property a 3 Degree Felony Balassian was transported to jail and charged into East Millard Justice Court with Class C misd speeding Balassian w as taken before Judge Ron Hare and his speeding charge was dismissed Salt Lake City police later picked up Balassian on the no bail warrant 12:30 pm Joseph Travis Shutz 24 Grantsville UT was picked up at the Tooele county jail by LT John Kimball 4 th District Court has issued two no bail warrants for Shutz for probation violations Shutz is still being held in jail pending an appearance in 4th District Court Wednesday March 14 8:15 am Gregory S Babineau 25 Indianapolis IN was arrested on SR 21 near Garrison by Deputy Jim White Babineau had ran out of gas in his vehicle and White stopped to assist him A records check on Babineau showed he was wanted by the Marion County Sheriffs Office for a probation violation Babineau was transported to jail and is being held on the warrant pending extradition by Marion County 3:00 pm William David Squires 40 Delta was arrested at 90 W Main in Delta by Sgt Jeff Whatcott The 4th District Court had put out a warrant for arrest on Squires for the charges of burglary of a building a Third Degree Felony and theft a class B misd Squires was transported to jail on those charges Bail was set in the amount of S5000 Squires is still being held in jail pending his appearance in 4 District Court 1000 pm Isidro Fierro Ruiz 23 Delta was arrested at 180 S 100 E in Delta by Deputy Dale Josse 91 dispatch had received a call about an assault in progress in the area of 185 S 100 E Josse located the subjects involved and after interviewing both subjects Ruiz was arrested for domestic assault Ruiz w as tran ported to jail and charged into Delta City Justice Court with Class B Misd domestic assault with a child present Ruiz was released after posting a cash bail of S925 Ruiz is to appear in Delta City Justice Court this week on the charge Thursday March 15 6:09 pm Anthony Michael Madsen 21 St George was attested at mp 178 by Trooper Rick Nielson Madsen was driving a white 1999 Mazda 626 when he was stopped for speeding 92 miles per hour in a 75 zone A license check showed Madsen had a suspended drivers license Madsen was transported to jail and charged into East Millard Justice Court with Class B Misd driving on suspension and Class C Misd speeding Madsen later posted a $360 cash bail and was released pending a court appearance 8:02 pm William Jason Henderson 52 Delta was arrested in Delta by Deputies Brett Nielson and Rhett Kimball Henderson had a $5000 warrant from the 5 District Court in Cedar City for Failing to register as a sex offender Henderson was transported to jail on the warrant Henderson later posted a $5000 bond and was released pending his appearance in 5 District Court Saturday March 17 :40 am Chad Theobald 29 Delta was arrested at Center and Main in Delta by Deputy Dale Josse Theobald was driving a blue 1970 Chevy truck when he was stopped for speeding Josse could smell the odor of alcohol coming from Theobald and had him perform field sobriety tests Theobald failed the field sobriety tests and was transported to jail and charged into Delta City Justice Court with Class B Misd DU1 and Class C Misd speeding Theobald had a blood alcohol content of 196 over 2 times the legal limit Theobald later posted a $1360 cash Bail and was released pending a court appearance 8:15 am Jerry Bryan Randall 34 Orem UT was arrested at mp 93 on SR 6 by Deputy Ray Wright Randall was driving a blue 1992 Mazda Protege when he was stopped for speeding A records check on Randall showed a warrant from 4 District Court out of Orem for driving with expired registration Randall was transported to jail where he posted the $1 7 on the warrant and was released 3:25 pm Victor Harrison Eschief 36 Pocatello ID was arrested at mp 86 by Sgt Jeff Whatcott Eschief was driving a white 1996 Chevy passenger car when he was stopped for speeding 91 miles per hour in a 75 zone A license check showed that Eschief had a suspended drivers license Whatcott found open beer cans behind the drivers seat and could smell the odor of alcohol coming from Eschief Eschief was transported to jail and charged into East Millard Justice Court with Class B Misd DUI Class B Misd driving on suspension Class C Misd speeding Trooper Gordon Mortensen Tapuai was driving a grey 1993 Isuzu Rodeo when he was stopped for speeding 83 miles per hour in a 75 zone A license check showed Tapaui had a suspended drivers license Tapaui was transported to jail and charged into East Millard Justice Court with Class B Misd driving on suspension Tapaui later posted a $300 bond and was released pending a court appearance 5:40 pm William Edward Eckford 28 Harrisville Ut was arrested at mp 174 by Detective Jim Masner Eckford was driving a blue 2000 Dodge Durango when he was stopped for speeding 86 miles per hour in a 75 zone A records check showed Eckford had a warrant out of Harrisville Justice Court for alcohol reckless a Class B Misd Echford was transported to jail on the warrant and later posted a $650 cash bail and was released Suaday March 18“ 655 pm Joseph Aaron Demarto 33 Delta was arrested at mp 194 by Deputy Rick Carter Demarto had 2 different warrants for his arrest one a no bail warrant out of 4 District Court and one a $1850 out of Delta City Justice Court Demarto was transported to jail on those warrants and is still incarcerated :20 pm Jose Guadalupe Ruiz 27 Salt Lake City Migd Angel Murguia 31 Salt Lake City and Ramiro Diaz 26 Salt Lake City were arrested at mp 137 by Deputies Rick Carter and Clete Carter and trooper Gordon Mortensen Ruiz was Driving a white 1992 Oldsmobile Tornado when he was observed speeding Deputy Rick Carter tried to sop the vehicle at mp 54 The vehicle traveled at speeds ranging from 25 miles per hour to 100 miles per hour Ruiz finally stopped the vehicle at mp 137 A felony stop was preformed and Carter could smell the odor of alcohol coming from each of the subjects AH three subject were intoxicated Ruiz was transported to jail and charged into 4 District Court with Felony Fleeing Class B Misd DUI and Class C Misd speeding Murguia and Diaz were transported to jail and charged into East Millard Justice Court with Class C Misd intoxication All three subject were seen by Judge Ron Hare Both Murguia and Diaz pled guilty and were sentenced to time served Hare set bail at $1000 for Ruiz which be later posted and was released pending a court Fillmore D responding to 2 injury accidents Hinckley FD responding to 2 brush fires and Delta FD responding to injury accident There were 8 accidents in the county this week Speeders overtime speed enforcement shifts this MCSO deputies issued 74 citations on week There were 14 citations for driving 100 miles per hour or faster The average speed for the week was 92 Reserve Deputy Nathan Tingey gallon reservoir automatically starts and runs until the two reservoirs arc full In million addition when the two gallon reservoirs fill to capacity from the spring the water flows by gravity to help fill the one million gallon reservoir below them has a chlorination station The adjacent to the reservoir which automatically injects about two pounds of gaseous chlorine into the water This chlorinated water flows to the new lower one million gallon reservoir where the water is mixed with the water pumped from the wells The water is checked often for bacteria and none has been found to date Fillmore has a total reservoir capacity of 275000 gallons The cemetery tank contains 200000 gallons and the old tank located by the million gallon tank contains 75000 gallons In years past the spring provided ample water to Fillmore during the winter months But in the past couple of years Fillmore has grown to the point where water consumption has increased and pumping from Well 3 is necessary This pump works intermittently as required However during die summer months Well 3 does not keep up with demand and the larger Well 2 pump is activated and the said Well 3 pump is used as a Cummings The nerve center is located in the Fillmore City Building A control panel is located there and the status of the system is on display The control panel indicates which pump is operating and will actuate a red light and an alarm to indicate problems Cummings said that when there is a problem the telemetry system will automatically dial his home telephone Aa alarm will sound if a running pump stops when it should be running pump does not start when it should or the level of a reservoir is too low In the past 12 months an all time high of 301 million gallons of water was pumped from the wells Cummings said r rt steps have been taken by the city to duce consumption The North Park used to consume 29 million gallons during the growing season until the system was put on timers Now it consumes five million gallons The cemetery consumed 12 million gallons until new sprinkler heads w ilh smaller orifices were installed Now the cemetery consumes seven to eight million gallons The new grass at the golf course required 43 million gallons however consumption should decrease when the grass is established and the system is put on timers Culinary water consumption has creased in Fillmore as the citizens abandoned the Pressurized Irrigation System (Class B) water for irrigation and started using the culinary water for their lawns and gardens The Fillmore citizens who have the Class B water complain that the sprinkler heads and valves require high maintenance due to the mineral content in the water Cummings said the Class B water has minerals that coat the inside of the pipe and due to pressure fluctuations the coating will spall and overtime plug the sprinklers Mayor Michael Winget said that the city will try to solve the Class B water problem so that it can be used without undue problems According to city records the cost of electricity for pumping water from Well 2 was $10455 for August the highest water month The cost for pumping Wells 2 and 3 includes using the booster pump during the months July through December was $3 1959 Conserving water would save Fillmore a lot of money Cummings said Some i dents water their lawns excessively Some use over 50
