certain kinds of property with Millard County For the purposes of taxation there are several kinds of property which can be or which we taed within the boundaries of Millard County These different types of properties are: personal property real property and property attached to and being classified as part of the real property (improvements In addition to the types of property there are different classifications within them such as: motor vehicles mobile homes travel trailers business assets and other personal property in the real property rod improvements classification there we residential agricuftiaal (farms) commercial and dustrial (business) unimproved lands wid centrally (Utah State Tax Commission) assessed properties Typically motor vehicles we going to be assessed a uniform fee determined by a depreciation schedule as indicated by the Utah State Tax Commission That value is then multiplied by a statewide uniform tax rate to determine the amount of taxes to be paid 00 that vehicle Also each licensed vehicle pays a registration fee This method will change in 1999 cars and light tracks which we will discuss in a furiac article basically this will be a fee schedule for the yew of the vehicle Centrally assessed properties are those which are assessed by tire Utah State Tax Commission These properties comprise the majority of the taxable value within MUfard County Their value is determined by ipraiscrs to the tax commission who review the assets of those companies The percentage of the total taxable value in Millard County for 1998 is estimated to be 88 centrally assessed properties rod 12 all other types of properties These companies deal directly with the tax commission regarding their property values told appeals the county does not have find determination of their value The large difference between centrally assessed property rod locally assessed property in our county is primarily sponsible for the big change in property taxes charged on the locally assessed property this year Centrally assessed property values decreased by about SI 10000000 while the locally assessed property values increased by about 56000000 These change in value created a substantial change in the amount of taxes which were paid by die locally taxpayers The valuation of the locally assessed properties which is everything not sessed by die Utah State Tax is determined by the local county assessor In order to determine the appropriate market value and taxable value of your properties several factors are taken into consideration Also different types of property are taxed to a different percentage of their total market value the amount that a property is taxed upon is called taxable value The value a property could sell for on the open market from a willing seller to a willing buyer is called the mariret value Residential properties are assess to determine what an approximate market value would be and then they toe only taxed upon 55S of that of taxation have to have the owneruser file an application with the local county assessor Other types of property are taxed at their full market The county assessor is charged by the laws of the State of Utah to determine as as possible the comet market accurately value of the locally assessed properties rod commaciaL agricultural (residential all other) and this value is then used by die taxing entities to determine the property tax assessment The taxing entities schools cities towns and spe(county to determine cial diroicts) are responsible the amount of property tax which will collect from the taxpayers located with their boundaries Property taxes are not set by the county assessor auditor or treasurer but are determined by die taxing entities A protest on taxes needs to be addressed at the budget hearings of the different taxing entities as this can not be changed by the board of equalization To determine the correct market value of the properties there are certain processes which the assessor completes First he collects all of the recent sales information which he can find available it with the values he has on and compares file for those respective properties He then checks the files for correctness rod to determine the differences between current sales and values in the files Doing this gives him a percentage change (location modifier) in values which are loaded into the computer for the respective types of property he then does a field check on these properties to see if there are changes against the existing values to determine the correct value for the current year These are done on all of that type properties not just the properties that sold The assessor is charged by law to appraise all properties within the county as least every 5 years but has the to check it annually rod sponsibility Thestate tax commisjust it accordingly sion also does a sales study rod can order the assessor to adjust his values based upon the results of their study if they are not within their guidelines This type of seems to be happening quite adjustment values by a town or area individually and are not reflective of other areas within the county or state When reviewing your property valuations the above information should be kept in mind as you consider the indicated value of your property If you feel your property valuations are not correct after this consideration and have reasons to justify your feelings you have the right and responsibility to discuss this with the county assessor However the county assessor is audited by the state tax commission regularly to determine if the property changes which are made are justified This years tax increase is not an crease in tax revenue to the taxing entities but is a shift of who is paying how much The shift is from centrally assessed tax- payers to locally assessed taxpayers (home owners small businesses rod farmers) Smith named intern " 1 sessment City 4T ' 1 requirements in the Farmland AsAct have taxable
