like a prison in Kanosh may help the town with these and other projects The Delta City Council briefly discussed the possibility of building a prison inside its city limits at Monday night’s regular City Council meeting While the majority of the City Council is not opposed to the project the council decided not to pursue it because there’s no place inside the city appropriate for such a " cility “We’re going to develop the project” Murphy said “MTC will finance the project up front through the course of the bond revenues that would be generated" The Millard County Commission has agreed to allow MTC to use its bonding authority to get money to build the facility Murphy said the prison will initially hold 500 inmates Construction will cost After a year between $ 5 and $20 million of operation the state may ask MTC to expand the facility to 1000 beds An and $5 milbetween cost $3 will pansion lion Here’s the way the financing will work The Millard County Commission will form a Building Authority It will be a separate county entity MTC will put a proposal together to present to foe state The company is competing with at least four other private prison operators who want to build such a facility in other parts of foe state If foe state grants a contract to MTC it will contract with foe Building Authority to construct and operate foe prison not with MTC “If they accept our proposal then foe lease foe project from state will basically foe county” Murphy said The Millard County Building Authority will own and operate foe prison making foe facility tax will act as a subcontractor MTC exempt working for foe Building Authority The Building Authority will allow MTC’s capital markets group to sell bonds on Wall Street Those bonds will be used to build foe prison “The would have a bad bond rating” ' Dearden clarified that the Building Authority would have the bad bond rating not foe county in general “It would not affect any of the bonding that would be required to
