TO THE PEOPLE OF JUAB AND MILLARD COUNTIES It obvious from a recent newspaper ad letter the editors news story and conversations in the community that a few people in the area surrounding the Leamington cement plant are concerned about the possibility of burning alternative fuels at the plant It is equally obvious that some of those who are concerned are misinformed on the is subject For that reason the management of the Ash Grove West Cement Plant at Leamington wishes to make certain that the facts are known about our situation We assure you that to the best of our knowledge the following statements are true NEVER BURNED WASTE-DERIVEFUELS The Ash Grove West Leamington plant has never burned any hazardous-wast- e derived fuels We continue to burn coal as our basic fuel source We have on occasion disposed of used oil and other combustible wastes generated in our operation to dispose of them as allowed by law but not as a 1 significant fuel source 26 PLANTS USING ASH GROVE’S OPEN POLICY The management of Ash Grove Cement West and its Leamington plant have never contrary to the implications of a recent advertisement been secretive about the subject of hazardous-wast- e fuels Vttien we first considered try ing to obtain permission to test these fuels the first thing we did was hold meetings with our Leamington employees and invite the news media and other community leaders to attend meetings at which our hopes were openly discussed Those who couldn’t attend were sent fact sheets and invited to ask questions about our 3 proposals PUBLIC RECORD It is a matter of public record that we requested permission from the Utah Bureau of Air Quality’ to fuels test the burning of used oils used d fuels in our and other 4 Leamington plant SOLVENT-DERIVE- FUELS fuels the type of Solid or liquid solvent-derive- d fuels we would like to test are now being properly burned in at least 26 cement plants in 18 of the United States Ash Grove Cement utilizes these fuels in Arkansas Nebraska and Kansas at the present time without altering the air emissions from its plants which have burned coal COMPLYING WITH ALL REQUIREMENTS 6 The Utah State agencies which regulate solid wastes and air quality have indicated to us that in order to obtain their permission to test these fuels we must provide notice to the Bureau of Air Quality of our intent to modify our existing air permit While this is an expensive and process if it is required we will cooperate fully INDEPENDENT MONITORING 7 If we do obtain permission to test these alternative fuels the tests will be monitored by an independent testing agency approved by the Utah Bureau of Air Quality THERE ARE MANY ADVANTAGES There are some very positive aspects to the use d fuels when they can be of used cleanly and safely They include: a A cement kiln bums at higher temperatures and over a longer period than hazardous-wast- e incinerators which removes air emissions Unlike incinerators cement kilns eliminate the hazardous-wast- e ash by a chemical reaction of the ash with the raw materials to make Portland Cement This process eliminates the need to dispose of the ash in landfill a hazardous-wast- e b Burning hazardous waste in a cement kiln uses heat energy productively rather than causing energy to be wasted by burning it in an incinerator at a cost to society This saves finite supplies of fossil fuels 8 c The use of these fuels in the Leamington plant should they be approved will significantly reduce the cost of cement production at Leamington with no adverse impact on the environment assuring that the plant and its product will remain economically competitive — assuring the jobs for the people of the community DOOR IS ALWAYS OPEN 9 Ash Grove Cement West and the management of the
