providing enough money for parents to purchase child care directly rather than through a tax credit - establishing the framework for a child care system built on the experience of states - allowing families to use diverse providers including both institutional and care ensuring that federal funds support child care that meets minimum health and safety standards and acknowledging that a key ingredient of quality child care is trained and stable caregivers who receive adequate pay The preferred bill among America’s child advocates and child development specialists is the ABC bill for it is the only proposed legislation that addresses all of the above principles The ABC bill also provides a great deal of flexibility and choice to parents states and local communities It attempts to provide a federal funding stream to strengthen existing local efforts and allow parents to choose a quality child care setting that meets the needs of their children ABC docs not create a monolithic federal system nor does it direct all children to institutional care In short Senator Hatch should be commended-nchided-fot working toward bipartisan comprehensive child care legislation He is responding to the dual reality that more than a half of all mothers are working outside the home and that the market for child care is not providing many of our children with quality care at prices parents can afford is Child care legislation not a panacea for all of society’s family problems It is neither an attempt to restore the mythical traditional famibreadwinner and ly with its homemaker nor to provide affordable and high quality care so that be jeapordiz-ewill children not today’s by inadequate care during their critical developmental years We must invest in our children It is truly an vestment in our own economic -
