Opinion column today despite the fact that it’s just two weeks from the elections The simple fact is that this week I don’t have an opinion about anything It’s not anybody’s fault So this is a ‘no fault’ column Vet’s letter was a hoax by Ken Rand Information provided tn a letter to the editor concerning veteran’s benefits printed in the Oct 20 Chronicle Progress is a hoax According to Chief of Veterans Assistance Bruce Goodrich in the Salt Lake City VA office there has been no ‘‘bill recently passed in congress (which) gives veterans a dividend of 55 cents for each $1000 of their G1 surance for each month they were in the service” as the letter stated The letter said the dividend was payable whether or not the veteran still carried the insurance Goodrich said that isn’t so It’s difficult to persuade veterans that the thing is a hoax Goodrich said ‘‘For persons who kept their old G1 policy” he said “they do pay dividends Most all of those policies which are active pay dividends on the anniversary of their policy but there just is no such thing as a dividend for persons who don’t have a policy Reason would tell people anymore that but they just don’t want to believe it” The VA has made a great effort to inform the public that it is a hoax Goodrich said He said the thing will disappear for a few months and flare back up again “Someone will find an application that someone has have bothered me for sometime now The letter reads in part “the location of Rollins facility near Lynndyl will certainly bring an upswThere is ing to the local economy nothing wrong with the preference of local businessmen to want to have better businesses To strive for more and better business is part of the foundation on which the capitalistic nature of our great nation has prospered” No one can realistically argue that a hazardous waste facility will not make money Rollins is a lucrative company They make a net profit of close to 200 million dollars yearly Their stock is Lynndyl would no quite valuable doubt make some money from Rollins were it located in their town It would be a very small amount however compared to the profit Rollins would make The whole county could become addicted to the money hazardous waste brings in but like an addict it could be killed by the very substance it is addicted to The concerned people of this and other counties are NOT talking profit We are talking about our health Health and profit are two completely different issues There have actually been instances when someone did not make enough money to buy back their health and the fact that Rollins’ stock is up around the S40 mark will not raise the dead quote Mr Nielson’s letter again “Rollins Environmental Services Inc has an objective to assist customers in responsible management of wastes” Rollins and other waste industries have not always shown a particularly responsible attitude Does Mr Nielson know that the Rollins plant in LA has been assessed a 2 million dollar fine for adequacy of their ground water monitoring equipment by the EPA7 That fine has been collected and as of June 30 1988 Rollin still has not shown This means that to be in complaince particular plant cannot receive wastes They have also had trouair and ble with other manifest violations Technically groundwater they should not even be allowed to operate while out of compliance USPCI a nationwide “model plant” near SLC has been out of complaince for over 2 years now Only recently they were caught They’ve been dumping liquid waste into their solid waste landfill (among their violations) At the Sept meeting in Delta the state officials tried to impress upon us how rapidly they would catch and stop any and all pollution at a hazardous waste dump Over 2 years does not seem fast to me USPCI has been fined by the state and the EPA (14 million $ ) It has not been collected and assume the fines will be contested in court The industry attitude does not shout “we are responsible” to me It says “we will do whatever we can get away with for as long as we don’t get caught so we can make huge profits at the pense of the environment” quote Mr Nielson’s letter again is proven to be the most “Incineration effective way to destroy hazardous things-- The fear that he might conceal a joke was said to be one reason that Benjamin Franklin was not entrusted to write the Declaration of incineration as a “quick fix” solution You know the old The EPA Science Advisory theory Board (April ’85) categorized this way cinerators “Land based hazardous waste incinerators are stationary point sources which emit into air land the and water pollutants media Emissions may occur as part of the incineration process as part of the scrubber operations or as fugitive Uptake of emissions by terrestrial life may occur through air water soil or via the food web” As for “Federal Permits” some people still believe that the 9999 percent figure means Rollins would burn at 9999 percent efficienty everyday 365 days a year! 9999 percent refers to the TEST BURN the facilities are quired to pass before they are permitted to open At the test bum individual wastes are fed into the kiln one at a time to see if they can be burned at 9999 percent efficienty EACH If the facility passes this burn they are permitted to operate for ten years on the basis of this one trial burn unless the plant undergoes major modification Reassessments of Destruction and Removal Efficiencies (DRE’s) during the remainder of the incinerators operating life are not required According to the EPA this trial burn method provides only a “snapshot” of the cinerators efficiency during the trial burn If Rollins builds a giant cinerator and fills it hourly with a toxic soup of chemicals what they will end up with as far as efficiency on a burn is anyone’s guess Rollins doesn’t even sample every barrel every 5 barrels every 100 barrels They do “random scientific testing” Not too comforting If you want to see some of the trouble they’ve had with manifest violations in Deer Park TX and Baton Rouge LA (according to the EPA) let me know! May I quote Citizens Clearing House for Hazardous Waste “Incineration A Discussion Paper” “ Even the 01 percent is significant when tons of waste are burned each day If a toxic chemical is burned 001 i percent in the residue or stack gases can pose a significant health risk especially for chemicals which cause cancer most scientists agree that there is no safe level of exposure to such chemicals Operating conditions required to achieve 9999 percent burning efficiency are extremely difficult to maintain (You) need to know what is being burned in order to know that 9999 percent has been achieved yet there is very little testing of incoming waste streams especially after the test burn period” As for heavy metals and incineration: When the EPA evaluated the performance of 8 incinerators they found metals at varying concentrations in all stack gases The metals come from the waste itself and from waste containers such as the metal drums that are routinely burned at some incinerators The EPA states “Stack releases of heavy metals (arsenic chromium lead etc) are independant of Destruction and Removal Efficiencies since heavy metals are not destroyed by incineration processes” Heavy metals are not destroyed by burning Midwest Research Institute found that as much as 53 percent of the heavy metals burned in an incinerator are released in the stack gases Metals not emitted in stack gases are deposited in the incinerator ash which then goes to a landfill and according to Jerry Neely a Rollins Engineer “all landfills eventually leak” Among the 8 incinerators evaluated one incinerator was emitting lead at the rate of 23 pounds per day into the 6000 pounds per year at average operating times The emission rate of cadmium was 67 pounds per year nickle 452 pounds per year Then we could talk about PIC’s or products of incomplete combustion These can form when hot molecules in an incinerator rearrange and recomb-ninto new and relatively complex chemicals the “toxic (Remember soup”) These compounds may be more difficult to destroy and more toxic than the parent compounds Most of these scenarios refer to plants operating at their supposed best What happens when we get an industry attitude like the one in Baton Rouge at Rollins’ plant when then Secretary of Pat Norton did a surprise the DEQ late night inspection and proceeded to shut Rollins down after residents comabout plumes of black smoke plained coming (once again) from the cinerator stack and no one apparently at the controls in the incineration unit? I don’t feel it is “selfish” or “greedy” to consider our health before we condsider how much money we’ll I think it shows that our make priorities are in the right place If people really want progress in the area of waste handling may I again suggest that they don’t look to incineration as a panacea for all waste management ills The truly modern and progressive approach to waste handling is waste reduction at the source and waste recycling The National Geographic-Ma- r ’85 “We might be better off if government put as much stress on reducing and reusing waste as regulating it In 1981 US industry recycled barely 4 percent of its toxic by products partly through that waste exchanges organizations transfer one firms waste to another firm as raw material Despite the potential of waste trading since 1979 EPA has spent almost no money and assigne ed only one man to promote it Much more serious EPA’s budget for drafting and enforcing waste control regulations is one fourth LESS today (1985) than in 1981” In the EPA 1986 Budget only S400000-o- f some $16 BILLION was which allotted to waste minimization is supposedly EPA front line policy As for Sarah Inez Moody’s letter about saving our youth from alcohol drugs incest and devil worship may I just say two things If our “frentic” energies are being spent too soon should point out that Rollins perhaps and over a dozen other hazardous waste facilities want to come into our state NOW not in 2 years This is a state which doesn’t even have siting criteria established to handle these facilities! If we wait until Rollins is building to decide if they should be here or if they’re safe it will be too late Does the word variance or the term mean anything to Ms Moody? As for saving our youth-tchildren of Woburn Mass have died and are dying of cancer from drinking “bad” wells conwater from municipal taminated by nearby leaking toxic Health waste dumps (American May ’88) the citizens of Magazine Calvert City Ky are dying of cancer after living next to Petrochemical Inwaste dustry and a hazardous cinerator that spews toxic fumes into the air (Calvert Active ProIf our children are dead or ductions) dying from cancer they won’t have the privilege of “Just Saying No” to drugs etc Why am I bringing this all up again? Because we need to tell the state (one more time) on Nov at 7 pm in the Della High School that their tentative waste siting criteria for hazardous facilities is not tough enough For example "Five miles from a residence stream lake or marsh” is too close! Yes there are books on the s that tell parents what kinds of reactions to expect from the children how the children may feel things that may be said to them and approaches that may be taken to deal with the youngsters’ confusion One such book is entitled “Dinosaurs Divorce A Guide for Families” by Laurene Changing Krasny Brown and Marc Brown It’s brief written so that young readers easily understand what it’s saying illustrated in cartoon form and the in this story are green characters dinosaurs The very first sentence in this awardwinning book is: “Divorce takes place between mothers and fathers You are not to blame if your parents get divorced” It goes on to tell the little readers the kinds of feelings they may experience when their parents are divorcing how to deal with them what happens to kids after their parents are divored and lets kids know it isn’t fair to pit one parent against the other The School Library Journal in commenting on the book predicted that it would become a real ‘security blanket’ for those young readers in need Actually it’s much more than that It or some other book on the subject can spare children a lot of mental anguish and loss of drive in school when both divorcing parents read it Previous letter clarified It was felt that some clarification of our previous letter to the editor should be made The county commissioners had not studied nor discussed our citizens initiative opposing hazardous waste facilities in Millard County prior to the commissioners’ meeting of October 18 1988 Mr Warren Peterson the Millard County Attorney did not state that he felt our initiative was illegal Rather he stated that he felt our initiative was Rather than immediately defective return the initiative to our group and spend time gathering signatures to later find a technical defect would be an exercise in futility For this reason it has not been returned to us yet As early as the middle of August 1988 Mr Peterson requested that the hire outside commissioners legal counsel to study the hazardous waste issue The commissioners approved this request However the attorney was not hired because he had a conflict of - Pass initiative C Regardless of how you feel about Tax Initiatives A and B if you support public education you need to take a close look at Initiative C The Family Choice in Education Act There has been a lot of emotional talk bordering on hysteria alleging that this proposal will hurt education Let’s use some simple arithmetic and common sense to examine the initiative logically It provides for a tax credit to parents who desire to place their children in private schools According to the formula it will cost the state an estimated $400 to $700 per child Sounds expensive right? But let’s take it one step further It costs the state of Utah approximately $2000 to educate one child for one year Therefore we taxpayers will save $1300 to $1600 for each child who opts for private education If five percent of today’s school children were to transfer to private schools think of the millions of dollars that would be made available for better programs higher teacher salaries textbooks etc! Think of the reduced class sizes! For those who still think this proposal would harm public schools a question and then two observations Question: Do you have such little terest This particular attorney represents US Pollution Control Inc So the issue of hiring outside legal counsel to study the hazardous waste issue remained unresolved until the commissioners’ October 18 meeting The commissioners approved the hiring of Mr Pat Noland the Garfield County Attorney to study our initiative He will issue an outside unbiased the opinion concerning itiative in the near future Rather than spend county tax dollars going through the initiative process with a defective initiative Mr Peterson’s recommendation to have it studied by outside legal counsel would seem to be a proper course of action It should be noted that our legal counsel feels that our initiative is correct and should be dealt with accordingly In either case Mr Noland’s opinion should be forthcoming s Thomas E Chandler Millard County Concerned Citizens confidence in the quality of our educational system that you think people will leave in droves with the slightest incentive? Observation number I : A tax credit would only cover a fraction of the cost of private school tuition It will still be expensive If Utahns were so determined to have their children educated privately there would be a lot higher of children already in percentage private schools Observation number 2: A little competition could only be healthy for our virtually educational monopolistic institutions In summary after examining the evidence it must be concluded that a vote for Tax Initiative C is a vote of support for public education in Utah Barbara Christian Santa Oar Uta’i Interest conflict I believe that it’s time to get religion and politics separate I believe that a person holding high job in his religion can’t do a proper job as a public official There can be a conflict of interest Lee Roy Stephenses The County Agent by Larry Campbell USU Extension Agent A 700 pound calf at weaning Somewhere along the line someone decided we should wean a calf at 205 days I can see the sense of a calf being born early in the spring and being sold 205 days later in the fall But there is one problem with this line of thinking The pounds aren’t there at 205 days but all the costs are Even with excellent pasture and high milking mothers a calf can only gain 2lyj pounds a day That adds up to 600 pounds at weaning a far cry from the 700 pounds we hear about To get 700 pounds they’ve had to roll out the creep feeder and keep it full Dairymen wouldn’t think of milking only 205 days They have found a 60 day dry period adequate to rest a cow and prepare for calving The extra 100 days of milk makes their profit If we weaned at 305 days a calf could gain 2 pounds a day and still reach 700 pounds at wraning In a good year he might gain Th pounds a day which would equal 847 pounds at weaning This added 247 pounds for the extra 100 days can spell the difference between profit and loss The genetics are here to get the 3 pounds a day gain We now have to get our management and forages in line to wean a 700 pound calf |
